IT IS MY DISTINCT PLEASURE TO RECOGNIZE AND CONGRATULATE CAPT RICHARD M. KENIN, COMMANDING OFFICER OF AIR STATION MIAMI AND MR. ESTEBAN MORALES OF COAST GUARD HEADQUARTERS ON THEIR SELECTION AS MILITARY AND CIVILIAN NOMAR MERITORIOUS SERVICE AWARD WINNERS RESPECTIVELY. BOTH WILL BE RECOGNIZED AT THE 13TH ANNUAL TRAINING CONFERENCE AND BUSINESS MEETING ON WEDNESDAY, 01 SEPTEMBER 2010. 2. CAPT KENIN IS RECOGNIZED FOR DILIGENTLY PURSUING EVERY OPPORTUNITY TO PROMOTE A WORK PLACE THAT PRIZES EQUALITY AND ENCOURAGES CULTURAL AWARENESS. CAPT KENIN TAKES AN ACTIVE ROLE IN THE DIVERSE COMMUNITY IN MIAMI AND HAS TAKEN A STRONG INTEREST IN THE CG SELECTION, DEVELOPMENT, AND RETENTION OF WOMEN AND MINORITIES. UNDER CAPT KENINS LEADERSHIP, AIR STATION MIAMI HAS MAINTAINED A STRONG PARTNERSHIP IN EDUCATION PROGRAM. FOR THE PAST TWO SUMMERS THE UNIT HOSTED 60 CADETS FROM MAST ACADEMY, A NATIONALLY RECOGNIZED, INNOVATIVE SCHOOL OF CHOICE WITH A MARINE THEME. THE CADETS WERE EXPOSED TO THE VARIOUS ASPECTS OF DAILY OPERATIONS AT THE UNIT. THIS PROGRAM HAS PROVED TO BE AN IMPORTANT RECRUITING TOOL THAT REACHES A PREDOMINATELY HISPANIC STUDENT BODY AT A HIGH SCHOOL THAT HAS REPEATEDLY RANKED AMONG THE TOP 100 IN THE NATION. AT THE COLLEGIATE LEVEL, THE AIR STATION HAS DEVELOPED A PARTICULARLY CLOSE RELATIONSHIP WITH NEARBY FLORIDA MEMORIAL UNIVERSITY (FMU), A HISTORICALLY BLACK UNIVERSITY WITH A STRONG AVIATION PROGRAM. OVER THE PAST TWO YEARS, CAPT KENIN HAS SET THE STANDARD FOR CIVIL RIGHTS, EQUALITY AND MINORITY RETENTION AND DEVELOPMENT AMONG COAST GUARD COMMANDING OFFICERS. HE HAS CREATED A CULTURE OF INCLUSION AND SERVICE THAT NOT ONLY MAKES AIR STATION MIAMI A GREAT PLACE TO WORK, BUT ALSO AN IMPORTANT PARTNER IN THE COMMUNITY. 3. MR. ESTEBAN MORALES IS BEING RECOGNIZED FOR HIS ABILITY TO CAPITALIZE ON HIS DIVERSE PERSONAL AND PROFESSIONAL EXPERIENCES THAT PROMOTE CIVIL RIGHTS AND EQUAL OPPORTUNITY WITHIN THE HISPANIC COMMUNITY AND CREATE OPPORTUNITIES FOR THE DEVELOPMENT AND ADVANCEMENT OF HISPANICS IN THE FEDERAL GOVERNMENT. MR. MORALES HAS WORKED TIRELESSLY WITH PARTNERS AT THE COAST GUARD ACADEMY AND COAST GUARD RECRUITING COMMAND TO PLAN, COORDINATE, AND EXECUTE RECRUITING AND OUTREACH BRIEFS AT OVER 200 DIVERSITY EVENTS ACROSS THE COUNTRY. THESE EVENTS ALLOWED MR. MORALES TO PROMOTE SCHOLARSHIP OPPORTUNITIES, ENCOURAGE MILITARY AND CIVILIAN EMPLOYMENT OPPORTUNITIES, AND REINFORCE THE COAST GUARDS COMMITMENT TO CIVIL RIGHTS AND EQUAL OPPORTUNITY TO THOUSANDS OF HIGH SCHOOL, UNDERGRADUATE AND GRADUATE STUDENTS AND HUNDREDS OF ENTRY LEVEL AND MID GRADE PROFESSIONALS. IN AN EFFORT TO FOSTER POSITIVE SUPPORT AND UNDERSTANDING OF THE COAST GUARD WITHIN THE HISPANIC COMMUNITY, MR. MORALES HAS WORKED DILIGENTLY WITH SENIOR COAST GUARD LEADERS TO COORDINATE PARTNERSHIP OPPORTUNITIES AND ESTABLISH MEMORANDA OF UNDERSTANDING (MOU) WITH CIVIL RIGHTS ADVOCACY ORGANIZATIONS. THE DEDICATION, PRIDE, AND PROFESSIONALISM EXHIBITED BY MR. MORALES REFLECTS CREDIT UPON HIMSELF, HIS OFFICE, THE UNITED STATES COAST GUARD, AND THE DEPARTMENT OF HOMELAND SECURITY. 4.
