R 031920Z AUG 12 ALCOAST 358/12 COMDTNOTE 1330 SUBJ: PROMULGATION OF ACTIVE DUTY FOR OPERATIONAL SUPPORT (ADOS), COMDTINST 1330.1D A. Active Duty for Operational Support (ADOS), COMDTINST 1330.1(series) 1. This ALCOAST announces the approval and promulgation of ref (A). All provisions of ref (A) are in effect immediately except for those noted in paragraph 3 below. 2. Ref (A) is designed to support operational needs through a deliberate resource allocation process and clarifies expectations for individuals and the operational commander. Major items of note include: A. Prioritization criteria for allocation of long-term ADOS quotas. B. Centralization of long-term, non-contingency ADOS solicitation and assignment at CG Personnel Service Center (CG-PSC), Reserve Personnel Management Division (PSC-RPM). PSC-RPM will solicit and assign reservists to long-term, non-contingency ADOS. PSC-PSD-SSB (Surge Staffing Branch) retains responsibility for TDY/surge staffing functions, including ADOS performed in support of contingency operations. C. Reservists shall no longer be activated on ADOS if they exceed a total of 1095 days of ADOS in the previous 1460-day period (3 out of the most recent 4 years). D. Waiver authority for back-to-back, short-term ADOS orders, with less than a 31-day break between orders, is held by the cognizant cap managers (AREA, DCO, DCMS, etc.). E. All long-term ADOS will be tracked via positions at the unit where the duty is performed. Reservists on long-term ADOS will be removed from their inactive duty (drilling) position and assigned to an ADOS temporary position. F. This instruction does not apply to involuntary active duty of any kind or medical hold situations. 3. Exceptions: A. 1095 Rule. Reservists already on orders, who have exceeded 1095 days of ADOS within the last 1460-day period, will RELAD at the end of the current set of orders. Commanding officers must notify affected personnel immediately upon receipt of this message. Potentially affected personnel will be listed at https://collab.uscg.mil/lotus/myquickr/psc-rpm/rpm-2. B. Subject to needs of the Service, a reservist in pay grade E-6 or below on long-term, contingency ADOS with continuous voluntary orders issued during FY11 or earlier, will, upon release from active duty, return to a inactive duty (drilling) position at the unit from which originally activated, or to a inactive duty (drilling) position at another unit within reasonable commuting distance. 4.
