COAST GUARD CIVIL RIGHTS MANUAL COMDTINST 5350.4(SERIES) 1. SERVING IN COMMAND IS A UNIQUE PRIVILEGE AND CHALLENGE. AN IMPORTANT FACTOR OF SUCCESS IN COMMAND IS UNDERSTANDING COMMAND CLIMATE. THE DEOCS IS A TOOL WHICH HELPS THE CO/OIC UNDERSTAND, DEVELOP, AND SUSTAIN A HEALTHY COMMAND CLIMATE. 2. REFERENCE A OFFERS GUIDANCE FOR DEOCS ADMINISTRATION. THE CO/OIC MUST ADMINISTER DEOCS TO HIS/HER WORKFORCE WITHIN 180 DAYS OF ASSUMING COMMAND AND ANNUALLY THEREAFTER. THIS REQUIREMENT APPLIES TO UNITS WITH 25 OR MORE ASSIGNED PERSONNEL AS INDICATED ON THE OFFICIAL PERSONNEL ALLOWANCE LIST (PAL). FOR DEOCS PURPOSES, UNIT PARTICIPATION AND REPORTING ARE BY OPERATING FACILITY (OPFAC) NUMBER. 3. GETTING STARTED. VIEW INSTRUCTIONS INCLUDING HOW TO REQUEST A DEOCS ASSESSMENT BY ACCESSING WWW.DEOCS.NET. PAPER AND ONLINE VARIATIONS, AND COMBINATIONS THEREOF ARE AVAILABLE AND PERMITTED. IN ADDITION TO PREFABRICATED QUERIES, COMMANDS MAY ADD UP TO 10 LOCALLY DEVELOPED QUESTIONS AND 5 SHORT ANSWER QUESTIONS. ON AVERAGE, EACH WORKFORCE MEMBER WILL NEED APPROXIMATELY 30 MINUTES TO COMPLETE THE SURVEY. 4. WHY THE DEOCS? DEOCS USES EMPLOYEE PERCEPTIONS TO MEASURE 17 CLIMATEFACTORS ASSOCIATED WITH MILITARY EQUAL OPPORTUNITY, CIVILIAN EQUALEMPLOYMENT OPPORTUNITY, SEXUAL ASSAULT PREVENTION AND RESPONSE, AND ORGANIZATIONAL EFFECTIVENESS. THE TOOL IS BASED ON 22 YEARS OF EXTENSIVE STUDY, RESEARCH, AND CUSTOMER FEEDBACK, AND IS CAREFULLY CRAFTED TO ASSESS WORKFORCE PERCEPTIONS OF COMMAND CLIMATE. DEOCS IS UNIQUE BY ITS QUERY OF EQUAL OPPORTUNITY FACTORS, SPECIFICALLY: SEXUAL HARASSMENT AND SEX DISCRIMINATION, DIFFERENTIAL COMMAND BEHAVIOR TOWARD MINORITIES, POSITIVE EQUAL OPPORTUNITY BEHAVIORS, RACIST BEHAVIORS, AND RELIGIOUS/AGE/DISABILITY DISCRIMINATION. RESULTS ALSO COMPARE PERCEPTIONS OF COMPLEMENTARY GROUPS SUCH AS MINORITY/MAJORITY, WOMEN/MEN, MILITARY/CIVILIAN, OFFICER/ENLISTED, JUNIOR/SENIOR CIVILIAN, JUNIOR/SENIOR ENLISTED, JUNIOR/SENIOR OFFICER, U.S./OTHER MILITARY, AND GOVERNMENT/NON-GOVERNMENT CIVILIAN. 5. OBTAINING RESULTS. SURVEY RESULTS ARE AVAILABLE WITHIN 24 HOURS OF COMPLETION FOR COMMANDS ELECTING THE ONLINE VERSION, LONGER FOR PAPER RESULTS. RESPONSES WILL BE AGGREGATED AND SUBJECTED TO A HIGHLY PRESCRIBED PROTOCOL WHICH ENSURES PARTICIPANT ANONYMITY. UNITS MAY FORTIFY COMMITMENT TO ANONYMITY BY ALLOWING PERSONNEL TO DRAW PASSWORDS AT RANDOM FROM A COMMON POOL, OR BY ASSIGNING THE SAME PASSWORD TO THE ENTIRE UNIT. UNIT-SPECIFIC RESULTS WILL NOT BE REPORTED OR VISIBLE TO OTHER UNITS. CO/OICS ARE CAUTIONED THAT NARRATIVE RESPONSES TO OPENENDED QUESTIONS MAY CONTAIN PRIVACY-PROTECTED CONTENT, INCONSISTENT WITH SHARING. THEREFORE, UNITS MAY NOT ENTER INTO AGREEMENTS TO JOINTLY ADMINISTER DEOCS OR SHARE RESULTS. SUPERIOR COMMANDS MAY REQUEST COMPOSITE REPORTS FOR THEIR AREA OF RESPONSIBILITY (AOR) BY CONTACTING THE COAST GUARD CIVIL RIGHTS DIRECTORATE (CRD). COMPOSITE REPORTS PROVIDE OVERALL SCORES FOR AN AOR, BUT NO NARRATIVE RESPONSES OR UNITSPECIFIC INFORMATION. REPORTS REQUESTED THROUGH CRD WILL ONLY BE RELEASED TO THE CO/OIC. 6. HELP IS AVAILABLE. CIVIL RIGHTS SERVICE PROVIDERS (CRSPS) HAVE RECEIVED SPECIFIC TRAINING AND UPON REQUEST WILL ASSIST COMMANDS IN ADMINISTERING THE TOOL, INTERPRETING RESULTS, AND OFFERING PERSPECTIVE FOR TANGIBLE AND MEASURABLE FOLLOW UP ACTIONS IF INDICATED.
