R 021234Z AUG 12 ALCOAST 352/12 COMDTNOTE 4000 SUBJ: MIGRATION OF CMPLUS AND ARMS FUNCTIONALITY INTO FLEET LOGISTICS SYSTEM 1. Over the next 12 months, all functionality currently provided in Configuration Management Plus (CMPlus) and in the Automated Requisition Management System (ARMS) will be shifted into Fleet Logistics System (FLS). This shift is necessary to address supportability issues related to the Progress database on which CMPlus is based, as well as elimination of a dependency on Citrix as a method of delivery for some units. The change will also better support modernized business processes, and result in savings associated with eliminating two of four applications in the Vessel Logistics System suite of tools. 2. The transition will be accomplished in three phases in accordance with the CMPlus to FLS Migration Master Schedule which can be found at HTTPS://CGPORTAL.USCG.MIL/CTL/AD93HJ. a. Phase 1 will move inventory and ARMS requisition capabilities for 374 shore units currently using CMPlus for inventory-only into the FLS inventory module. b. Phase 2 will move requisition, inventory and maintenance capabilities for cutters presently using CMPlus into a new afloat module in FLS called Mobile Asset Manager (MAM), which will be accompanied by changes within the existing FLS Maintenance Module for those shore units supporting the corresponding afloat assets. c. Phase 3 will shift the 67 shore units presently using CMPlus for both inventory and maintenance into the FLS Maintenance Module. Pre and post migration units can co-exist with no problems, the exception being with Phase 2 shore units and the afloat units they support, which should be migrated together. 3. Phase 1 migration of the 374 units affected shore units will begin in August 2012. A pilot in Sector San Francisco is planned for July, with the goal of completing all 374 units by the end of calendar year 2012. Migration will be by unit type. In general, Sectors will be migrated first, followed by Stations, then other units. The rate of migration will be 20-30 units per week initially, eventually increasing to as much as 50 units per week. Phase 2 and Phase 3 migrations are planned to begin in January 2013, with all units migrated by the end of July 2013. 4. Migrations for each phase will be performed in a rolling four week window. The four-week migration window will include user account set up, data cleanup in CMPlus, training, migration of data to FLS, and final data cleanup in FLS. The migration process for each phase will follow this cycle: a. Prior to four weeks from migration, units to be migrated will be contacted in a targeted message. The message will include a detailed migration checklist, as well as instructions for how to obtain a report identifying data discrepancies in CMPlus. Data cleanup will greatly improve the units ability to transition successfully. Units will be expected to resolve as many discrepancies as possible in CMPlus in the weeks prior to migration, with additional cleanup expected in FLS shortly afterwards. b. During the fourth week prior to migration, affected units will be contacted via phone/email by the Surface Forces Logistics Center Asset Logistics Division (SFLC-ALD) migration lead, who will assist in setting up user accounts and roles. The SFLC-ALD migration lead will review user requests and will be the approval authority for user account creation and roles assignment. SFLC will provide approved user account requests to OSC for account creation. A guide defining Roles in FLS and with recommendations to units on identifying the right personnel for each role will be also be available on the CGPortal at HTTPS://CGPORTAL.USCG.MIL/CTL/4O38LF. c. During week three, and every week thereafter, role specific training sessions will be delivered via LiveMeeting on the standard workstation. (1) FLS Inventory module training is anticipated to take approximately one full day for FLS Storekeeper role and one half day for Primary Inventory Control Officer(PICO), Requester and Research Analyst (RA) roles. Training will include hands-on role-based use of the new tool with test data in a training environment. (2) Prospective FLS users can attend training during any of the 3 weeks prior to migration. However, the ongoing nature of the rollouts will also create makeup or early opportunities to resolve schedule conflicts. An online training schedule will be published so that users can sign up for training that best fits their schedule. Recorded LiveMeeting sessions will also be available for those who wish to familiarize themselves in advance of attending, or review training again later. (3) Other training resources include FLS WebHelp, which is available now via the FLS application, and also available on the SFLC web at HTTPS://CGPORTAL.USCG.MIL/CTL/1RAUN08. 5. Post migration, users will submit CGFIXIT tickets to obtain ongoing support, just as they do today with CMPlus.
