This message solicits applicants for several fully funded FY12 Leadership and Professional Development program offerings. These outstanding programs provide participants with unique opportunities to expand their leadership knowledge base in focused environments and to hone their skills in applying the 28 Coast Guard Leadership Competencies. 2. All TAD and tuition costs for these programs are funded by Coast Guard Headquarters. The number of quotas listed for each program below reflect quotas available for both civilians and military in total, not per session. Military quotas are available to both active duty and reserve members. Capitol Hill Workshop (Course Code: 500921), Washington, D.C., 11-13 Sep 2012. This course provides managers with a timely, in-depth look at political and policy issues. Eligibility: GS 13-15, and O-5/O-6. Two civilian and one military quotas are available. b. White House Workshop, (Course Code: 500920), Washington, D.C., 18-20 Sep 2012. This program provides managers with an understanding of current presidential policies and programs. Eligibility: GS 13-15, and O-5/O-6. Two civilian and two military quotas are available. c. Executive Development Seminar, (Course Code: 500912), Aurora, CO, 6-16 Aug 2012. This Program, conducted by the Office of Personnel Management (OPM), Management Development Center, focuses on senior managers with the potential to transition into executive positions. Eligibility: GS 14-15, newly appointed SES, and O-6. One civilian and one military quotas are available. d. Collaborative Leadership Seminar (Course Code: 501364), Aurora, CO, 10-20 Sep 2012. This program, conducted by the OPM Management Development Center, provides project managers, technical specialists, and professionals who are not currently supervisors or managers with an understanding of the foundations of leadership. Emphasis is placed on self-awareness, interpersonal skills, leadership dynamics, and creative problem solving. Eligibility: GS 9-12, WG 8-15, and O-2 through O-4. Three civilian and three military quotas are available. e. Management Development I (Course Code: 501363), Shepherdstown, WV, 6-16 Aug 2012. This program, conducted by the OPM Management Development Center, is targeted for new managers and provides them with opportunities to acquire the essential skills necessary for successful transition from supervisor to manager. Leading edge information on leadership theory and practices are discussed and applied to participants real organizational problems. This course is also appropriate for experienced managers who desire an additional opportunity for formal development of these skills. Eligibility: GS 12-14, WS 14-18, WL-15, and O-4/O-5. Three civilian and two military quotas are available. f. Management Development Seminar II (Course Code: 501362), Shepherdstown, WV, 20-30 Aug 2012. This program, conducted by the OPM Management Development Center, provides mid-level managers with new approaches and processes that lead to greater organizational efficiency. It focuses on developing the skills and knowledge needed to deal more effectively with the rapidly changing federal environment. This seminar is targeted to experienced managers with two or more years of management experience. Eligibility: GS 12-15, WS 14-18, WL 14-15, and O-4 through O-6. Three civilian and two military quotas are available. g. The Aspiring Leader Program (Course Code: 500926), Washington, D.C., 24 Sep to 2 Nov 2012. This program, conducted by Graduate School (GS), is structured to prepare participants for positions as team leaders, supervisors, and managers. Program participants will be away from their primary duties for approximately 20 days over a 3-month period. This commitment must be clearly understood by all applicants and their supervisors. Eligibility: GS 5-7, Non- Appropriated Fund (NAF) NF 2, and equivalent wage grade levels (WG 5-11, WL 1-14, WS 1-8). There are six civilian employee quotas available. h. The New Leader Program (Course Code: 500917), various locations, 5 Aug 2012 to 1 Feb 2013. The New Leader Program, conducted by GS, develops future public service leaders by providing a solid foundation of leadership and team building skills which are enhanced by agency developmental experiences. This six-month program requires participants to be away from their primary duties for approximately 50 days. There are six civilian employee quotas available. Eligibility: GS 7-11, NF 2-3, and equivalent wage grade levels (WG 10-15, WL 6-14, WS 8-13). i. The Executive Leader Program (Course Code: 500916), various locations, 9 Sep 2012 to 14 Jun 2013. The Executive Leader Program, conducted by GS, is a leadership development program designed for mid-level employees. This program provides leadership training, developmental work experiences, needs assessments, and career planning for high-potential federal employees to prepare them for future positions as leaders and managers. This nine-month program is based on the OPM Leadership Effectiveness Inventory, which aligns based on the OPM Leadership Effectiveness Inventory, which aligns with the 28 Coast Guard Leadership Competencies. Eligibility: GS 11-13, wage grade equivalent (WL and WG 10-15), NF 4-5, and O-3/O-4 members who are not supervisors or are new supervisors with less than one year of supervisory experience. There are six available quotas: four civilian employee quotas and two military quotas. j. Career Enrichment (Course Code: 500906), Yorktown, VA, 30 Jul to 3 Aug 2012 and 20-24 Aug 2012. The Career Enrichment Course is to provide civilian employees in career-limited positions with the knowledge and skills they need to achieve job satisfaction and/or reach career objectives. Students perform self-assessments, practice networking skills, learn how to present themselves on paper, learn about Individual Development Plans (IDP), and are informed about professional development opportunities that are available. There are 60 civilian quotas available. Eligibility: GS 3-10 and WG 3-10. 3. Applicants must coordinate with their training officer and submit an ETR utilizing Direct Access for each quota desired.
