R 291542Z JUN 12 ALCOAST 312/12 COMDTNOTE 5420 SUBJ: SOLICITATION FOR NOMINATIONS FOR COMMANDANTS LEADERSHIP, EXCELLENCE, AND DIVERSITY (LEAD) COUNCIL MEMBERSHIP A. Commandants Leadership, Excellence, and Diversity Council and Leadership and Advisory Councils, COMDTINST 5350.9 (series) 1. The LEAD Council meets semiannually to advise Coast Guard leadership on service-wide leadership and diversity issues from the field and make recommendations for solutions. In accordance with Ref (a) the goals of the LEAD Council are to enhance leadership development skills, support the development of a diverse and inclusive workforce, enhance the workforce environment, and provide the Commandant with awareness of field concerns throughout the Coast Guard. 2. Members of the LEAD Council represent the wide diversity found in our Coast Guard. As such the LEAD includes members from different communities, ranks and rates, geographical locations, components (active duty, reserve, civilian, and auxiliary), accession sources, genders, races, and ethnicities. 3. Twelve LEAD Council positions are available to start in Fall 2012. Positions available include seven enlisted (including one reservist), one civilian, and four officers (including one reservist). 4. Members who desire a position on this prestigious council should display a commitment to strategic leadership and diversity management, demonstrate exemplary leadership performance and initiative, and have a background with strong field level experience. Selected LEAD Council members serve for a period of three years. 5. LEAD Council members are expected to attend semiannual meetings in Washington, DC where the council will review new issues for applicability, conduct issue research and present research results to the Commandant. Between meetings, LEAD members will form workgroups to complete research on specific issues in order to determine their impact on the service and to draft recommendations to change them. Members should expect to spend approximately one hour per week working on LEAD material. LEAD members are also expected to engage with their local Leadership and Diversity Advisory Councils (LDAC) explaining the LEAD Councils actions as well as bring up local issues to the LEAD Council. 6. Coast Guard members who are interested in serving on the LEAD Council are encouraged to submit memo applications via their commands. The package must include: a. Brief summary of career and duties performed, b. Brief statement of interest in serving on the LEAD, c. Command endorsement describing personal abilities and time availability for a full three-year tenure. Members are expected to attend semiannual council meetings, which are each four days in duration, and d.
