R 191707Z JUN 12 ALCOAST 292/12 COMDTNOTE 5230 SUBJ: ELECTRONIC STEWARDSHIP INITIATIVE - DUPLEX PRINTING A. EXECUTIVE ORDER (EO) 13514 - FEDERAL LEADERSHIP IN ENVIRONMENTAL, 1. Reference a. requires government entities to promote electronic stewardship by establishing and implementing policies to enable energy-efficient and environmentally preferable features on all eligible electronic products. Included in this initiative is the requirement to implement an enterprise duplex (double-sided) printing plan. 2. To be good electronic, environmental, and fiscal stewards, the Assistant Commandant for C4IT has directed that all duplex capable printers shall be set to print double-sided by default. This includes all printers attached to the CGOne network as well as any standalone printers that are not connected to the CGOne network. The definition of duplex capable printer for this ALCOAST means a printer that, in its current configuration (i.e. no additional hardware or software needs to be purchased), has the ability to print double-sided. Units are not required to procure duplexing units/accessories for single-side printers that are currently in service, as a result of this ALCOAST. 3. Although duplex printing will be the default setting, users will still have the ability to print single-sided by manually changing the print settings for specific print jobs that require single-sided printing. 4. Any duplex capable printer that units do not desire to have double-sided printing as its default setting must receive an approved waiver from COMDT (CG-641) stating a valid business case/need as to why default duplex printing can/should not be configured. Waiver request forms can be obtained from the Assistant Commandant for C4IT - CG-6 portal collaboration page (https://cgportal.uscg.mil/CTL/11834CN) under Library and then Forms. Waivers shall be submitted to COMDT (CG-641), POC listed below. A waiver database will be maintained at the above CGPortal location documenting specific printers having approved waiver requests on file. 5. The TISCOM Enterprise Information Systems Infrastructure (EISI) Product Line will establish the best method and technical procedures used to align all non-waivered duplex capable printers with this policy. The C4IT Service Center - Field Services Division (FSD) will coordinate the technical efforts required to make these changes. For duplex capable printers that units wish to remain defaulted to single-sided printing, it is highly recommended to submit waiver requests as soon as possible. This will assist COMDT (CG-641) and FSD to minimize the scenario where default print settings are set to double-sided printing on printers that need to remain on single-sided printing. 6. Default print settings on currently installed printers shall be changed to duplex by 31 August 2012. No later than 15 July 2012, the C4IT Service Center (TISCOM) will publish the printer change process on the C4IT TISCOM portal collaboration page (https://cgportal.uscg.mil/CTL/19F2EX6) under Library and then TCTO. 7. Following release of this policy, all newly procured printers shall have all hardware and software accessories necessary to conduct duplex printing and shall have double-sided printing set as default or receive a waiver as discussed in paragraph 4. This requirement pertains to printers installed both on and off the CGOne network. 8.
