R 191552Z JUN 12 ALCOAST 291/12 COMDTNOTE 4061 SUBJ: COAST GUARD DINING FACILITY (CGDF) BASIC DAILY FOOD ALLOWANCE (BDFA) REFORM UPDATE A. COAST GUARD FOOD SERVICE MANUAL, COMDTINST 4061.5 (SERIES) 1. The following policy changes will become effective 01 July 2012. 2. All standard increases are no longer authorized. The 20 percent increase for operating an all cash or 100 percent ENL BAS mess are no longer authorized. The only authorized increases to the BDFA will be an approved Extraordinary Operating Condition (EOC) request. 3. Units will be required to operate for one full month under the new BDFA prior to requesting an EOC. 4. CGDFs that are establishing or reestablishing may continue to take a 10 percent additional allowance IAW Reference A. 5. For units operating under Dining Facility Automation Management (DFAM) for any month before July 2012, up to and including finishing the June paperwork and any corrected reports to any previous month, the following changes should be noted and exercised when inputting BDFA transactions into DFAM: a. For small and medium units your standard increase will no longer be automatically applied in DFAM. For any monthly transactions prior to July 2012 you will have a designator in the Operational Supplement (OPSUP) dropdown menu that reads "small" or "medium". Choose this as you would any other previous OPSUP so that you can receive the 30 percent (small) or 15 percent (medium) increase in DFAM. If you do not choose this in your dropdown menu you will not receive your standard increase and you will need to reverse and repost these transactions. b. For all months up to July 2012 choose all other OPSUPS as you normally would. These OPSUPS will be available for 3 months after the BDFA change is implemented July 1st for the purposes of correcting reports if needed. It is very important that you check your Ration Memorandum, CG-3123, to ensure your BDFA is correct for these months. c. For July 2012 and subsequent months do not claim any OPSUPS that you normally would claim, with the following exceptions. Shore units will see a designator in the BDFA dropdown menu that reads "shore" - choose this for BDFA transactions starting July 1st. Do not claim "shore" for any transactions prior to July 1st. After 3 months "shore" will be added to the background so that you automatically get the increase similar to the small or medium standard increase now. Until that time you will need to claim this to receive the shore increase. d. The only other increases you may claim starting July 1st are EOCs. Approved EOCs will be visible in the individual units dropdown menu. e. It is important prior to entering data into DFAM that you confirm the dates and allowances you are authorized for each month. Doing this will save time in making corrections to your reports. f. DFAM will be down on July 1st and 2nd to implement BDFA reform changes. 6. All future BDFA messages will be released as an ALCGFINANCE message. 7. Due to the removal of CGDF classifications, future guidance will be released regarding cash limitations. 8. These changes will be incorporated into the next revision of Reference A. 9.
