POA 2016 ESTABLISHES THE FRAMEWORK FOR ACHIEVING THE CG CIVIL RIGHTS MISSION BY FOCUSING ON GOALS AND OBJECTIVES MODELED AFTER THE EQUAL EMPLOYMENT OPPORTUNITY COMMISSION (EEOC) MANAGEMENT DIRECTIVE 715 (MD-715) ESSENTIAL ELEMENTS FOR AN EFFECTIVE EEO/EO PROGRAM: A. DEMONSTRATED COMMITMENT FROM AGENCY LEADERSHIP, B. INTEGRATION OF EEO INTO THE AGENCYS STRATEGIC MISSION, C. MANAGEMENT AND PROGRAM ACCOUNTABILITY, D. PROACTIVE PREVENTION OF UNLAWFUL DISCRIMINATION, E. EFFICIENCY, AND F. RESPONSIVENESS AND LEGAL COMPLIANCE. 3. POA 2016 ALSO DELINEATES THE ACTIVITIES AND PROGRAMS CRD FACILITATES TO ASSIST COMMANDING OFFICERS, OFFICERS IN CHARGE, MANAGEMENT OFFICIALS AND SUPERVISORS (CO/OIC) IN CARRYING OUT THEIR CIVIL RIGHTS RESPONSIBILITIES (SEE POA 2016, APPENDIX A: CRDS STRATEGIC BIRDS-EYE VIEW SHEET). 4. EVERY CO/OIC HELPS THE COAST GUARD TO REALIZE ITS CIVIL RIGHTS VISION: A DISCRIMINATION-FREE WORKPLACE WHERE EVERY EMPLOYEE AND APPLICANT OF THE COAST GUARD HAS THE OPPORTUNITY TO REACH HIS OR HER FULL POTENTIAL, AND BELIEVES IT IS POSSIBLE TO DO SO WITHOUT REGARD TO RACE, COLOR, RELIGION, SEX (INCLUDING PREGNANCY), NATIONAL ORIGIN, AGE, DISABILITY, GENETIC INFORMATION, SEXUAL ORIENTATION, MARITAL STATUS, OR PRIOR PARTICIPATION IN EEO/EQUAL OPPORTUNITY ACTIVITY.
