Enlisted Accessions, Evaluations, and Advancements, COMDTINST M1000.2 (Series) 1. Per Ref(A), this ALCOAST changes advancement requirements for the AET, AMT, and AST ratings. a. Effective 02AUG2012, all existing AET, AMT and AST Enlisted Performance Qualifications (EPQ), Performance Qualification Guides (PQG), and End Of Course Tests (EOCT) will be replaced by AET, AMT and AST Rating Performance Qualifications (RPQ) and Rating Advancement Tests (RAT). Members who have completed EPQs, PQG and EOCT before 02AUG2012 are eligible to take the November 2012 Servicewide Examination (SWE). b. Members must complete RPQ, RAT and any core competencies for the next higher paygrade of their rating to be eligible for the May 2013 SWE. Individual waivers will not be granted. 2. RPQ Guidance: RPQ can be accessed via the CG Portal following these steps: a. Go to https://cgportal.uscg.mil. b. Click "Training and Education" (menu at top). c. Click "Learning Management System" (menu on left side of screen). d. Select "Course Catalog". e. Select the "Enlisted Advancement" catalog. f. Select the catalog for your rating. g. Select the desired grade. 3. RAT Guidance: a. The RAT and instructions for administering the rating advancement tests will be promulgated by the CG Institute via email to all Education Services Officers (ESO) no later than 02Aug2012 per Ref (B). b. ESOs shall verify RPQ completion prior to RAT administration. 4. Core Competency Requirements: a. A core competency is required for advancement to E-5. Members must qualify as a Basic Aircrewman and have one of the following competency codes recorded in Direct Access by 01FEB2013 to be eligible to take the May 2013 SWE: (1) HC130BA (2) HC130JBA (3) HC144BA (4) HH60JBA (5) MH60TBA (6) HU25BA (7) HH65CBA (8) MH65CBA (9) MH65DBA (10)C37ABA b. Members seeking advancement to E-5 must complete these core competency requirements and ensure proper entry into Training Management Tool (TMT) to ensure eligibility for the SWE. TMT instructions and job aids will be distributed to the field by the Rating Knowledge Managers (RKM). 5. Rating Competency Guidance: a. Completion of rating competencies are tracked by rating competency codes in Direct Access. For example, the AST1 Competency Code must be earned to be eligible to take the AST1 SWE. b. Per Ref (A), commands are encouraged to designate reviewers to support administration and validation of rating requirements. 6. Per Ref (B), 3.A.3.d., advancement requirements may be modified at any time by special authority of the Commandant. 7.
