SUBJ: SHIPMATES 22: PY13 GUIDANCE TO OFFICER SELECTION BOARDS AND
PANELS
1. Shipmates, I have signed the guidance to the PY13 Officer
Selection Boards and Panels membership, which is available at the
below links. The guidance describes my intent and expectations for
selection and promotion of officers by setting forth those
characteristics the Service demands in leadership, proficiency and
performance.  Although the purpose of the guidance is to communicate
to the officer corps, every Coast Guardsman should read and
understand this guidance because the traits within are universal to
the character of our Core Values and culture.
2. This years guidance is more concise than in previous years to
clearly convey officer selection criteria to board membership. It
remains fully consistent with my prior guidance for PY11 and PY12.
