SUBJ: COAST GUARD DINING FACILITY (CGDF) BASIC DAILY FOOD ALLOWANCE
(BDFA) REFORM
A. COAST GUARD FOOD SERVICE MANUAL, COMDTINST 4061.5 (SERIES)
1. The following policy changes will become effective 01Jul2012.
2. The BDFA will be issued monthly.
3. CGDFs will no longer be classified by small, medium and large.
There will now be two classifications: Afloat and Ashore.
4. Operational Supplements (OPSUPS) and holiday meals will no longer
exist.
5. All Extraordinary Operating Condition (EOC) requests currently in
effect will be discontinued. Any new EOC request must be submitted by
the CO/OINC via memo to Commandant (CG-1111), through the Food
Service Assistance and Training Team, stating the reason for request.
The unit shall provide the following supporting documentation:
   a. Completed food basket survey (FBS) for the area in which
requesting the increase. FBS is available at:
https://cgportal.uscg.mil/CTL/10IBPC4
   b. Documentation supporting prices listed on the FBS.
6. These changes will be incorporated into the next revision of
Reference A.
