R 161908Z MAY 12 ALCOAST 246/12 COMDTNOTE 5224 SUBJ: SOLICITATION FOR MIDGRADE OFFICER CAREER TRANSITION COURSE 1. This ALCOAST solicits candidates for a pilot of the Midgrade Officer Career Transition Course (MOCTC). 2. Purpose: As officers advance in our organization, particularly from the O3 to O4 level, they must transition from serving as technical experts to organizational leader s. New O4s must expand their professional knowledge of the Coast Guard and gain a better understanding of how the Coast Guard interacts with external partners. As officer s progress to command large units, expand their oversight responsibilities and help define the Coast Guard of the future, they need a venue to learn, practice, and receiv e feedback on these skills. 3. Target Audience: The target audience for this course is new O4s and O4 selects, but all O4s are welcome to apply. The pilot course will also accept 3 to 6 Coast Guard civilians in the grade of GS13. Applicants should have less than 5 years in the grade of GS13 and less than 3 years in their current position. Reserve officers will not be considered for the pilot but will be included in future convenings. 4. Curriculum: The pilot of this course will require students to participate in extensive pre-course work, attend a three-week session at the Leadership Development Cente r beginning 17Sep12, complete reading, writing, and mentoring sessions throughout the winter, and attend a three-week session in the National Capital Area beginning 08Apr 13. Volunteers who are unable to complete the entire course of study will require DCMS approval for a release of this responsibility. Graduates of this course will: a. Positively impact their unit and the Coast Guard. b. Gain a more broad and future oriented perspective. c. Leverage an expanded peer network across multiple specialties. d. Become aware of their own strengths and weaknesses and their impact on others. e. Understand how all Coast Guard components work together to accomplish the Coast Guard missions. f. Become reinvigorated and foster a sense of commitment to the organization and its missions. g. Tackle complex problems in a systematic and disciplined way. h. Understand how the Coast Guard interacts with and is influenced by governmental and non-governmental agencies to accomplish national priorities. 5.
