Coast Guard Individual Development Plan (IDP), COMDTINST 5357.1 (SERIES) 1. Purpose: This message announces the release of the FY13 ITP Reporting Tool and provides guidance for the standardized use of the ITP for all Selected Reserve (SELRES) personnel. The ITP Reporting Tool is designed to help members and their supervisors develop a 3-year training plan that leads to competency attainment and professional development. Proper use of the ITP will result in a more equitable utilization of reserve training quotas and provide documented justification for future reserve training requirements and funding. 2. Training Priorities: Members and their supervisors shall review both Personnel Allowance List (PAL) and unit assigned competencies to develop a 3-year ITP which shall be in accordance with refs (A)-(E). Reserve training and augmentation shall result in skills that are essential for worldwide mobilization readiness and are likely to be performed during Contingency and surge operations. Reserve members shall devote a majority of their efforts to achieve the competency(s) assigned to their PAL position and either their Rating Performance Qualifications (RPQ) or Officer Specialty Code (OSC). Members in positions that do not have a competency/OSC assigned shall train and perform tasks that will develop skills essential for Contingency and surge operations. 3. Financial Considerations: additional training funds (e.g. OTD, ADOS) for FY13-15 will be limited. All efforts should be made to use ADT-AT or IDT drills to complete required training prior to requesting additional funding. However, members should not be discouraged from requesting training beyond their 12 days of ADT-AT. 4. Submission Requirements For Units With SELRES Members Assigned: each unit shall designate a POC to coordinate and submit the ITP IAW the ITP USER GUIDE. Parent commands shall ensure subordinate units comply with this guidance. Submission deadlines are: A. Units (OPFACS): NLT 02 July 2012. B. Sectors/DOL-31: NLT 09 July 2012. C. Districts/DOG(DG-13): NLT 13 August 2012. D. DOL-31: NLT 09 July 2012 E. Areas (AREA-51): NLT 27 August 2012. 5. Individual Development Plan (IDP) Requirements: members approved FY13 ITP submission may be used to satisfy the requirement for enlisted SELRES members to complete tab 8 of the IDP. 6. The ITP User Guide and downloadable ITP are located at the ITP CG Portal site, https://collab.uscg.mil/lotus/myquickr/individual-training-plan (type in all lower case and is accessible only from CG SWS). 7.
