R 191250Z APR 12 ALCOAST 181/12 COMDTNOTE 1400 SUBJ: POLICY CHANGE FOR THE ADMINISTRATION OF SERVICEWIDE EXAMS (SWE) A. Enlisted Accessions, Evaluations, and Advancements, COMDTINST M1000.2 (series) 1. To ensure the fairness of the SWE, effective after the May 2012 SWE, enlisted personnel E8 and below will no longer be authorized to serve as the head of a SWE Examining Board. Article 3.B.6.A of Reference (A) will be changed to read: Servicewide Exams may only be received, stored, and proctored by Command designated SWE Officers who are Commissioned Officers, Master Chief Petty Officers serving as Officer-in-Charge (OIC), or civilians GS9 or above. If additional personnel are needed to assist the SWE Officer(s), monitors in the grade of E6 or above or GS5 or above may be used. Monitors may not proctor exams or have access to SWE booklet content. Active Duty members may only act as monitors during exams for ranks equal to or below the members current pay grade. 2. Units with E8 OICs will no longer receive SWEs and must make arrangements for other units to receive their SWEs. If the nearest SWE Officer is not at a local command, units must request the closest SWE Officer travel to the unit to administer the SWE. Travel for this purpose must be coordinated with a full-time Educational Service Officer who will obtain funding from the Personnel Service Center Educational Services Specialist (PSC-FS), Jose.A.Velazquez (at) uscg.mil or (202) 493-1733. 3.
