R 121335Z APR 12 ALCOAST 168/12 COMDTNOTE 5351 SUBJ: 2012 COAST GUARD ORGANIZATIONAL ASSESSMENT SURVEY (CG-OAS) 1. The Coast Guard Organizational Assessment Survey (CG-OAS) is the Coast Guards primary personnel attitude survey. The CG-OAS is integral to making critical resource allocation and budget decisions. The CG-OAS supports fact-based assessment of workforce attitudes toward programs, policies, procedures, and initiatives. It also facilitates trend analysis and comparison, and data segmentation and analysis by unit type, department, and various other demographics. 2. CG-OAS data from the 2002, 2004, 2006, 2008 and 2010 surveys continues to be used at Headquarters and throughout the Coast Guard and will be used with 2012 CG-OAS data to stimulate dialogue and identify opportunities for improvement at all levels of the organization. 3. The United States Office of Personnel Management (U.S. OPM) will collect and store the survey data. Individual responses will be combined to create summary reports. No one in the Coast Guard will have access to individual responses, so please be candid. 4. U.S. OPM will be sending e-mails to Coast Guard active duty, selected reserve and civilian members, with an invitation to complete the 2012 CG-OAS. These e-mails are unique to the recipient and should not be forwarded to others. It will take several days to complete delivery, as survey invitations are being e-mailed to nearly all Coast Guard personnel, with the exception of CGA cadets, members completing OCS and members in recruit training. Please allocate approximately 30-45 minutes to complete the survey. 5. Students attending A-school or C-school at Coast Guard Training Centers and individuals on detached duty outside the Coast Guard should indicate their status on the survey. 6. Each unit shall designate a CG-OAS POC, who shall provide their name, unit name, e-mail address, and telephone number to the CG-OAS program manager, Mr. Paul Redmond, COMDT (CG-1B2), by e-mail to Paul.E.Redmond(AT)uscg.mil. Additional information and answers to questions raised during CG-OAS Administration will be provided to unit POCs. The unit POC is the local information and marketing person for the CG-OAS. The CG-OAS administration staff is available to answer questions and will provide the POCs with unit response rates. 7. Every reasonable effort should be made to provide survey participants Internet access on Coast Guard workstations. The survey may also be completed from home computers with Internet access. Due to U.S. OPM e-mail deployment of the survey, paper-based surveys are not an option for the CG-OAS. Members who are underway on cutters and experience connectivity problems should complete the survey upon return to port. Survey administration is planned to end on or about 18 JUN 2012. Cutters that need additional time for crew members to complete the survey should contact the CG-OAS program manager, Mr. Redmond, by e-mail to coordinate additional time. 8. The CG-OAS is a powerful organizational improvement tool, but it is only as effective as the level of participation and (ultimately) the degree to which CG-OAS data is used to improve Coast Guard programs, policies, and procedures.
