PURPOSE: THIS MESSAGE IMPLEMENTS THE USE OF A STANDARDIZED ITP FOR SELRES OFFICERS AND ENLISTED MEMBERS AND PROVIDES GUIDANCE FOR ITS USE. THE ITP IS DESIGNED TO CAPTURE CURRENT AND FUTURE RESERVE TRAINING AND FUNDING NEEDS AT THE UNIT LEVEL, INCLUDING SCHOOL QUOTAS, BERTHING NEEDS, AND OTHER RESERVE TRAINING OPPORTUNITIES (UP TO 3 YEARS OUT). THE ITP USED TO COLLECT THE DATA IS NOT AUTOMATED BUT EFFORTS ARE UNDERWAY TO DO SO IN FY11. THERE WILL BE A DIRECT CORRELATION BETWEEN THE DATA COLLECTED IN THE ITPS AND FUTURE TRAINING FUNDING LEVELS. THERE IS NO GUARANTEE THAT MORE OR LESS MONEY WILL BE ALLOCATED TO EACH DISTRICT (DXR)/DOG (DG-13) BASED ON THE ITP BUT IT WILL SERVE TO JUSTIFY CURRENT FUNDING AND MAKE A CASE FOR FUTURE FUNDING. THE ITP, CHAIN OF COMMAND CONSOLIDATION SHEETS, AND ASSOCIATED INSTRUCTIONS ARE LOCATED ON THE USCG INTRANET AT THE FOLLOWING LOCATION: HTTP://CGWEB.PACAREA.USCG.MIL/PF/FC1/TTP/TRAINING/. ITP SUPPLEMENTAL DIRECTION, IF REQUIRED, WILL BE PROVIDED BY DOG (DG-13) FOR DOG UNITS AND THE DISTRICT (DXR) STAFF FOR THE GEOGRAPHICAL AREA OF RESPONSIBILITY. 2. THE ITP PROCESS BEGINS WITH THE MEMBER IDENTIFYING THEIR POSITION COMPETENCIES AS OUTLINED ON THE UNIT PERSONNEL ALLOWANCE LIST IN CONCERT WITH THEIR SUPERVISOR. THE SUPERVISOR IS RESPONSIBLE FOR ENSURING THE POSITION COMPETENCIES MEET THE OBJECTIVES, GOALS AND EXPECTATIONS ESTABLISHED BY THE UNIT COMMANDING OFFICER. POSITION SPECIFIC TRAINING REQUIREMENTS AND COMPETENCIES SHOULD TAKE PRECEDENCE OVER UNIT SPECIFIC TRAINING REQUIREMENTS. REF (A) OUTLINES THE MISSIONS THAT RESERVISTS SHOULD TRAIN TO AND PARA 3.A THROUGH C OF REF (A) PROVIDES SPECIFIC GUIDELINES FOR SELRES OFFICER AND ENLISTED TRAINING. 3. TRAINING TO ASSIGNED BILLET COMPETENCY IS ALWAYS THE PRIORITY. IF COMPETENCIES ASSIGNED TO THE BILLET ARE BELIEVED TO BE INCORRECT, REF (B) OUTLINES THE PROCESS FOR BILLET COMPETENCY CORRECTION. ALL EFFORTS SHOULD BE MADE TO USE ACTIVE DUTY FOR TRAINING-ANNUAL TRAINING (ADT-AT) BEFORE ACTIVE DUTY FOR TRAINING- OTHER TRAINING DUTY (ADT-OTD) FOR SELRES TO ATTEND RESIDENT TRAINING (C-SCHOOLS OR OTHER ADVANCED TRAINING SUCH AS LAMS OR THE CPOA). RESERVE MEMBERS MAY REQUEST ADDITIONAL FUNDING (ADT-OTD) TO ATTEND RESIDENT TRAINING LONGER THAN 12 DAYS IN LENGTH (5 WEEK ACTIVE DUTY CPOA, 5 WEEK BOARDING OFFICER COURSE, ETC.). HOWEVER, ANY REQUESTS FOR ORDERS BEYOND THE MEMBERS ADT-AT WILL BE SUBJECT TO FUNDS AVAILABILITY. ADDITIONAL TRAINING OPPORTUNITIES SUCH AS SCHEDULED ALL HANDS DRILLS, MAJOR EXERCISES, SPECIAL OPERATIONS, ETC. SHOULD ALSO BE INCLUDED WHEN COMPLETING THE ITP. ALTHOUGH THE ITP IS BEING REVIEWED TO REPLACE THE FORMS CURRENTLY MANDATED FOR USE BY THE INDIVIDUAL DEVELOPMENT PLAN (IDP), FOR FY10, THE ITP WILL NOT REPLACE THE IDP. 4. IN ORDER TO ACCURATELY TRACK CURRENT TRAINING AND TO FORECAST FUTURE NEEDS ALL CATEGORIES OF DRILL TIME, SUCH AS READINESS MANAGEMENT PERIODS (RMPS), MUST BE LOGGED ON THE ITP. ALTHOUGH RMPS ARE LIMITED TO SPECIFIC USES, IT IS CRITICAL TO ACCOUNT FOR THEM AND MONITOR THE PURPOSES FOR WHICH THEY ARE NEEDED. IF ADDITIONAL INDIVIDUAL DRILL PERIODS ARE REQUIRED FOR COMPLETION OF REQUIRED TRAINING, THE NUMBER OF ADDITIONAL DRILL PERIODS SHOULD BE INDICATED ON THE MEMBERS ITP. 5. ITP INFORMATION WILL BE PRIORITIZED AND CONSOLIDATED AT THE UNIT LEVEL FOR SUBMISSION THROUGH THE APPROPRIATE CHAIN OF COMMAND TO THE SERVICING DISTRICT (DXR) OR DOG (DG-13). A. DISTRICT (DXR)/DOG (DG-13) WILL CONSOLIDATE AND PRIORITIZE THEIR RESPECTIVE UNIT/SECTOR REQUESTS ON THE DISTRICT/DOG CONSOLIDATION SHEET FOR SUBMISSION TO THE PRIMARY POCS FOR FORCECOM (FC-1) AND LANTAREA (LANT-1) BY JULY 1, 2010. B. FORCECOM (FC-15), IN COORDINATION WITH LANTAREA (LANT-1), WILL CONSOLIDATE AND PRIORITIZE TRAINING REQUESTS FOR SUBMISSION TO COMDT (CG-131) BY AUGUST 1, 2010. THE DATA COLLECTED IN THE ITP WILL HELP PRIORITIZE THE ALLOCATION OF CURRENT YEAR TRAINING DOLLARS AND JUSTIFY FUNDING ALLOCATIONS FOR PROJECTED OUT YEARS. 6. UNITS WILL SUBMIT A COVER LETTER WITH THEIR ITP CONSOLIDATION SHEET OUTLINING TRAINING PRIORITIES, PAL/COMPETENCY CHANGE REQUESTS IN PROGRESS THAT MAY IMPACT ITPS, AND ANY OTHER SHORTFALLS THAT MAY CLARIFY IMPACT THE ABILITY TO TRAIN RESERVE MEMBERS TO THEIR SERVICING DISTRICT (DXR) OR DOG (DG-13). LETTER SHOULD ALSO CAPTURE SIGNIFICANT EVENTS ON THE HORIZON REFLECTING PROJECTED MAJOR TRAINING EVENTS DURING THE FISCAL YEAR SUCH AS ALL-HANDS, CONFERENCES, BOAT COLLEGES AND PROFESSIONAL DEVELOPMENT OPPORTUNITIES. GUIDANCE FOR SUBMISSION OF TRAVEL REQUIREMENTS FOR DISTRICT/AREA/DOG STAFF, FORCECOM STAFF, SROS AND RCMCS WILL BE SENT SEPCOR. 7. THE HISTORICAL AVAILABILITY OF FUNDS THROUGHOUT THE FISCAL YEAR SHOULD BE CONSIDERED BEFORE SCHEDULING TRAINING OPPORTUNITIES. USE OF AVAILABLE RMPS, ADT-OTD, AND RESERVE BERTHING IS SUBJECT TO THE AVAILABILITY OF FUNDS. EVENTS DURING THE FIRST TWO WEEKS OF OCTOBER WHEN THE FISCAL YEAR BEGINS ARE HIGHLY DISCOURAGED DUE TO THE UNCERTAINTY INVOLVED IN THE FEDERAL BUDGETARY PROCESS AND THE POSSIBILITY OF NON-AVAILABILITY OF FUNDS. SCHEDULING MORE THAN FOUR IDT DRILLS IN OCTOBER IS ALSO DISCOURAGED DUE TO THE POSSIBILITY OF A CONTINUING RESOLUTION (CR). CONSULT WITH YOUR SERVICING DISTRICT (DXR)/DOG (DG-13) BEFORE SCHEDULING ADT-AT AND/OR ADT-OTD THAT CROSSES FISCAL YEARS. 8. PROPER USE OF THE ITP WILL RESULT IN BETTER AND MORE EQUITABLE UTILIZATION OF RESERVE TRAINING QUOTAS AND PROVIDE DOCUMENTED JUSTIFICATION FOR FUTURE RESERVE TRAINING REQUIREMENTS. 9. POCS: A.
