This message solicits for the National Intelligence University (NIU) full-time, part-time, and reserve Master of Science in Strategic Intelligence (MSSI) / Master of Science and Technology Intelligence (MSTI), the NIU full-time Bachelors of Science in Intelligence (BSI), Center for Strategic Intelligence Research (CSIR) Fellow and the National Security Agency/Central Security Service (NSA/CSS) Directors Fellow. The number of training allowance billets allocated for each program, except part-time and reserve programs, is found in Ref A. 2. The NSA/CSS Directors Fellowship is held at Ft. Meade, Maryland. All other programs are located at NIU. NIU is located within the Defense Intelligence Agency Complex (DIAC), Joint Base Anacostia-Bolling (JBAB), Washington, DC. NIU has state-of-the-art classrooms with full multimedia connectivity in a secure environment. It provides access to a broad range of premier classified and unclassified research libraries and opportunities to participate in joint exercises. 3. MSSI/MSTI program. The MSSI curriculum encompasses core intel disciplines (e.g., analytic methods, collections, operations support, indications and warning), as well as joint warfare operations theory, national security policy and strategy. All MSSI programs include a masters thesis as part of the curriculum. MSSI participants have the opportunity to complete Joint Professional Military Education (JPME) Phase I, a prerequisite for selection to a Senior Service School. The MSTI program emphasizes science and technology intelligence issues ranging from experimental laboratory programs run cooperatively with the Department of Energy National Laboratories, to development of advanced analytical techniques for intelligence analysis, to systems theory and architecture of S and T threats, to developing theoretical and analytical frameworks for understanding adversarial threats associated with the wide variety of the changing S and T related geopolitical and strategic intelligence issues affecting National Security. Applicants for the MSSI/MSTI program must have an undergrad degree from a regionally accredited institution with at least a 2.5 grade point average on a 4.0 scale and a valid graduate record exam (GRE) score to be considered. Competitive applicants should be in the top 50 percentile of the GRE and at least a 4.0 in analytical writing. GRE scores are valid for five years. MSTI applicants should have a background in Science, Technology, Engineering or Mathematics (STEM) though a STEM degree is not required for acceptance to the program. a. Full-time MSSI/MSTI. One year in duration beginning Aug 2014, with three quarters of classroom work and a final quarter to complete a masters thesis. Officer applicants must be an O-3 to O-4 with a previous intelligence tour. Enlisted applicants must be Intelligence Specialists (E-5 to E-8). No waiver of enlisted rank or rating will be granted. Members must be an IS2 by the application deadline. b. Reserve MSSI. Two years in duration and uses typical reserve duty schedules. Students attend Saturday and Sunday classes from 0730 to 1600 one weekend a month, and a two week study program each June. The program begins in Aug 2014 and consists of seven core courses, five electives and a thesis. Selectees will be required to give up their current SELRES billet and will be placed in a temp SELRES billet to attend NIU in a pay status. IDT travel costs are not funded by the CG and will be incurred by the member. All attempts will be made to place reservists in Intel SELRES billets following program completion. Eligible reserve MSSI candidates are officers in the O-3 and O-4 paygrade. All applicants must possess a current single scope background investigation (SSBI), adjudicated within the last five years, and must be currently assigned to a billet with Special Compartmentalized Information (SCI) access. Clearances will not be processed for the sole purpose of admittance to this program. c. Part-time MSSI. Two-year program offered in two formats: evening and monthly executive. Targeted part-time candidates: E-5 to O-6 and GS-8 through GS-15. Enlisted members must be an IS2 by the application deadline. Applicants should have two years remaining at their current unit/position to ensure completion of this intensive two-year masters program. Selectees will not incur a service obligation. (1) Evening format. Classes are structured to allow students to complete MSSI coursework and a masters thesis in two years. Classes are taken two evenings per week at JBAB. (2) Monthly executive format. Classes are held one weekend each month with a two-week intensive in-residence period each summer at JBAB. 4. BSI program. One year in duration beginning Aug 2014. The curriculum focuses on four broad areas of education: Intel-community, processes, consumers, and the strategic landscape. Applicants must be active duty intelligence specialists E-5 through E-8 who have completed a minimum of 80 semester hours of undergrad work by the time class convenes. At least 20 of those credits in upper division (300-400 level) classes and a minimum 30 credits earned in the classroom (online accepted) of a regionally accredited college. Credits earned by exam scores such as a DANTES or CLEP may count towards your 80 credit total but may not count towards the 30 in classroom requirement. Included within the 80 credits, applicants must also satisfy the general education requirements prior to admission: nine credits in communication skills, of which six of those credits must be in composition, 12 credits in math/science, of which three of those credits must be in math, 15 credits in the humanities/social science/fine arts. Applicants should have a cumulative GPA of 2.5 or higher on a 4.0 scale. Members who do not possess 80 credits by the time the panel meets, but will by Aug 2013 may submit a package, however it must include a credit completion plan outlining the courses scheduled and timeline for completion by the program start date. NSA/CSS Directors Fellowship. This is a one year program beginning summer 2014. This fellowship is a leadership development program designed to grow the cryptologic leaders of tomorrow. The intent of this fellowship is to provide officers at the O-4/O-5 paygrade an opportunity to work at the corporate level and to gain a strategic perspective on the NSA/CSS missions and the challenges of leading and managing the enterprise. The program will provide high-level exposure to NSA/CSS leadership, management decisions, operations, and resource issues affecting the agency as well as extensive training throughout the enterprise. The fellowship helps prepare officers to serve in senior positions at NSA/CSS, service cryptologic components, or extended enterprise cryptologic centers. Candidates for the program are intel officers in the O-4/O-5 paygrade with a masters degree in intel or STEM from a regionally accredited institution. Candidates must possess strong knowledge of the CG and National Intel programs and should have experience in research and writing along with a strong interest in cryptology. Polygraph will be required for the member chosen for this fellowship. Upon completion of the program, a payback tour to a related National Intel Element billet is expected. 6. CSIR Fellow. The CSIR Research Fellow will carry-out research that addresses the strategic needs of senior policy and decisions makers in topics which cross functional or regional areas. Applicants for all programs must be U.S. citizens eligible for a Top Secret Clearances with access to SCI. Active TS/SCI clearances are only required for part-time and fellows programs. Security clearances will not be processed for fellowships, part-time or Reserve programs. 8. Application process. a. MSSI and BSI part-time applicants must submit a standard memo to COMDT (CG-212) requesting sponsorship prior to member enrolling in school. This one page memo shall contain a discussion of interest in intel and value. COMDT (CG-212) will direct members who meet program requirements to proceed with NIU application after their clearance is verified and forwarded. NIU handles admission requirements for the part-time programs. d. NSA/CSS Directors Fellow. Applications shall include a command endorsement discussing the applicants research interests, ability to communicate, and value as an intel professional. e. CSIR Research Fellow. Applications shall include a command endorsement discussing applicants qualifications for future service at senior positions in CG intelligence, research ability and intelligence background. 9.
