Military Assignment and Authorized Absences, COMDTINST M1000.8(series) 1. This ALCOAST announces the full operational capacity of CGIOC and defines attendance requirements. Reference (a) initiated a CGIOC pilot course in fall 2012. The pilot validated the requirement for the course as well as the knowledge skills and abilities covered. Full operation of CGIOC will commence in July 2013. 2. CGIOC Attendance Requirement: A. All officers assigned to their first intelligence tour in AY13 are required to attend and will receive orders from TQC to one of two scheduled course convenings in summer 2013. B. Requirement for attendance by Direct Commissioned Intelligence Officers is based on their prior intelligence tours and experience. Prior Coast Guard Intelligence Specialists who have attended IS A school are not required to attend. C. Commands are highly encouraged to submit ETRs for any O-2/O-3 in an intelligence billet who has not completed this course. These officers will be accepted once seats are filled for all newly assigned intelligence officers. D. CG civilians in intelligence positions are allowed to attend on a space available basis. The requirement for CGIOC attendance by CG Intelligence civilian employees as part of their entry-level training is under development. E. Waiver of the requirement set forth in paragraph 2.A is not normally allowed, but a request may be submitted to COMDT (CG-21) via MEMO. The request must provide the reason for the waiver, a detailed plan to minimize impact on officers career development, and strategy to mitigate risk to unit caused by lack of required training. 3. The Officer Specialty Management System Management Manual is undergoing final clearance. Once approved, Intelligence Officer (CG-INT10) will be a designated Officer Specialty Code (OSC). For officers assigned to their first intelligence tour in AY13, CGIOC is required to obtain the CG-INT10 OSC. 4. CGIOC is an intense 14-week course with regular evaluations of student performance. Demonstrated knowledge of all instruction modules is required to pass the course. Officers who fail to complete the course will not be eligible to receive the CG-INT10 OSC. COMDT (CG-21) will recommend to the members command that officers who fail the course be removed from their primary duties as intelligence officers. In accordance with Chapter 1.F.2.d of reference (b), the final decision to reassign the officer rests with the members command in consultation with OPM. 5.
