This message further explains policy announced in REF A for transition to Permanent Change of Station (PCS) entitlements for reservists on long-term voluntary Active Duty Operational Support (ADOS) in support of contingency operations. This message does not apply to reservists involuntarily activated under any other statutory authority (i.e., 10 U.S.C. 12302, 14 U.S.C. 712), or reservists who perform active duty in the same location for less than 180 days. 2. To continue good stewardship of financial resources and support family cohesion as much as possible, the Coast Guard will continue to emphasize and reinforce expeditious transition to PCS entitlements for all reservists on long-term ADOS who remain in the same duty location for greater than 180 days. 3. In addition to the guidance published in REF A, the following rules apply: A. Effective 1 October 2013, all new orders issued to reservists for any type of long-term ADOS performing duty in the same location for more than 180 days shall be PCS orders with full PCS entitlements. B. Effective immediately: (1) All reservists currently on any type of long-term ADOS performing duty in the same location for more than 180 days may be issued PCS orders with full PCS entitlements in accordance with REFs B and C. (2) Reservists transitioning from involuntary active duty to any type of long-term ADOS, with the expectation to perform duty in the same location for more than 180 days continuing into FY14 and there are less than 180 days remaining in FY13, shall be issued PCS orders with full PCS entitlements. (3) Reservists volunteering for long-term contingency ADOS, with the expectation to perform duty in the same location for more than 180 days continuing into FY14 and there are more than 180 days remaining in FY13, may be issued PCS orders with full PCS entitlements or TDY orders with flat-rate contingency per diem through 30 September 2013. C. Changes regarding how long-term contingency ADOS orders are categorized (TDY or PCS) will be incorporated into the next changes to REFs C and D. 4.
