R 071528Z MAR 13 ALCOAST 091/13 COMDTNOTE 12300 SUBJ: 2013 DEPARTMENT OF HOMELAND SECURITY (DHS) EMERGENCY PREPAREDNESS MANDATED TRAINING FOR ALL FEDERAL CIVILIAN EMPLOYEES 1. Emergency preparedness is a DHS strategic goal and key facet of the Commandants Direction 2011. DHS Secretary Napolitano launched the Emergency Preparedness Initiative (EPI) in September 2010 to educate all DHS employees on ways to prepare for various emergency situations, optimize personal and public safety, and enhance overall DHS readiness. 2. All CG civilian employees are required to complete IS 451 Anthrax Awareness (502897) and IS 454 Fundamentals of Risk Management (502894) by 31 DEC 2013. These are two new courses designed to assist employees in gaining new skills in emergency preparedness. Both online courses can be accessed via the web at https://elearning.uscg.mil/ located in the Mandated Training B section of the Learning Management System (LMS). Commanding Officers and Division Chiefs are responsible for ensuring their employees complete this training. 3. Additionally, DHS Emergency Preparedness Initial Training (502344) has been replaced by IS 450.NC Emergency Preparedness for Federal Employees in the National Capital Region (502896) or IS 450 Emergency Preparedness for Federal Employees (502895) depending on your duty location. This is a one-time completion required by all new DHS civilian employees within 90-days of appointment. 4. The LMS is available 24-hours a day, seven days a week and may be accessed through any internet connection with the required CAC, CAC reader and software. The courses are assigned as the mandated training for all civilians within the Training Management Tool (TMT). Course completions in LMS will automatically feed TMT which then forwards completion data to Coast Guard Business Intelligence (CGBI). This update may take up to 72-hours to complete. Employees can verify course completion by visiting CGBI. Training officers can verify course completion in TMT. 5.
