SUBJ: FY14 SPECIAL DUTY ASSIGNMENT PAY (SDAP) PANEL

1. This ALCOAST announces the convening of the FY14 SDAP Panel.  The
SDAP panel will convene at 1300 on 6 May 2013.
2. In accordance with REF A, the SDAP panel will evaluate requests
for new SDAP authorizations, including current requests to revalidate
billets already receiving SDAP.  Current SDAP levels are contained in
REF B.
3. All SDAP authorizations must be validated and endorsed by program
managers annually prior to panel consideration.  New SDAP requests
and validation of current SDAP authorizations must be submitted to
PSC-BOPS NLT 12 April 2013.  Requests arriving after deadline, or
lacking program manager endorsement, will not be considered by the
panel.  Requests and program manager endorsements shall include:
       A. Justification for the SDAP.
       B. Number of billets affected.
       C. Address potential billet changes for FY14 and billet impact
on operational requirements, if applicable.
       D. Any restrictions on authorization of SDAP (i.e.
qualification requirements, rotation schedule requirements, TDY
requirements).
4. CG PSC BOPS will coordinate HQ program management participation
with the panel, including participation by teleconference.  Although
a representative is not required, it allows the panel an opportunity
to ask questions and clarify issues prior to entering deliberations.
