R 051623Z MAR 13 ALCOAST 082/13 COMDTNOTE 12410 SUBJ: FY13 MANDATORY COAST GUARD SUPERVISORY TRAINING REQUIREMENTS 1. This announces supervisory training requirements for all military and civilian first-line supervisors, who are responsible for directly supervising GS/WG civilian employees. 2. DHS mandated all components implement the Cornerstone program to ensure compliance with 5 CFR 412.202, which requires all supervisors receive training within one year of appointment. Cornerstone is comprised of four key aspects: a. Understanding the DHS Leadership Commitment, b. Supervisory Onboarding: L90X, c. Fundamentals of DHS Leadership, and d. Continuous Supervisory Leadership Development. 3. All civilian first-line supervisors hired in FY12 and thereafter must complete Supervisory Onboarding: L90X within 90 days of their start date. (For the purposes of the Cornerstone program, first-line supervisors are defined as those members, military or civilian, who directly supervise civilian employees and sign civilian performance evaluations as the rating official). This checklist of requirements introduces the individual to their new supervisory role along with resources and activities to support development in that role. Managers are responsible for ensuring this requirement is met and includes making certain the eight-hour mentoring obligation is accomplished. New hires will receive the checklist during their in-processing. The checklist can also be found on the COMDT (CG-133) website provided below. Once complete, the checklist must be scanned and emailed to HQS-SMB-CG-133TrainingCourses(AT)uscg.mil for tracking as required by DHS. 4. To fulfill the Fundamentals of DHS Leadership requirement, all military and civilian first-line supervisors must complete the Coast Guard Supervisors of Civilians, Tier I 40-hr online course (code 502197), which is available on the Coast Guard Learning Management System (LMS). All first-line supervisors are required to complete this training no later than 30 Sep 13. This is a one time requirement. 5. Supervisors of Civilians, Tier II, a 32-hr instructor-led roadshow course (code 502831), will be offered for all civilian first-line supervisors hired in FY12 and later. A separate ALCOAST will announce training dates and locations. 6. To fulfill the Continuous Supervisory Leader Development aspect of Cornerstone, all first-line supervisors must complete 12 hours of annual leader development and 12 hours of Leader-as-Teacher Give-Back. a. The 12 hours of annual leader development can be comprised of any leadership training completed during FY13, to include Supervisors of Civilians, Tier I and II. Other examples include, but are not limited to: scholastic coursework on leadership and management, participating in leadership seminars, workshops and conferences, reading leadership books, and attending leadership events, such as those held by the Treasury Executive Institute. This requirement may also be met by using any combination of preapproved DHS courses on Skillport. b. The Leader-as-Teacher Give-Back requirement can be met using any combination of activities, such as presenting leadership topics to groups, developing leadership training, and mentoring individuals outside of their chain of command. c. To track completion of these two annual continuous learning requirements, supervisors at all levels beyond their first year must self-report via the LMS course titled DHS Continuous Leader Development (code 502801). Supervisors must enroll in and affirm they have completed the course requirements NLT 30 Sep 13. 7. To augment the above training, COMDT (CG-133) developed three online LMS courses: Do I Want to Become a Supervisor (code 501832), 5 hours. Mentoring (code 500243), 6 hours. Civilians that Supervise Military Personnel (code 502830), 10 hours. These may be found in the Course Catalog under the category Leadership/Manage/Communication Courses. 8.
