Coast Guard Servicing Personnel Office (SPO) Manual PPCINST M5231.3 (series) 1. This ALCOAST announces establishment of the Reserve Force Readiness System (RFRS) and Senior Enlisted Reserve Advisor (SERA) online courses, and establishment of the competency codes RFRS and SERA assigned to specific active duty, selected reserve, and civilian positions responsible for management of the Coast Guard Reserve program. 2. The course codes are RFRS (502465) and SERA (502466). The courses are taken one time with no requirement for subsequent annual refresher training. Completion of these courses satisfies the Reserve component readiness training discussed in REFS A and B. 3. Newly appointed Reserve Program Administrators, SERAs, and full-time support (FTS) staff, whose positions are assigned either the RFRS or SERA competency, are expected to complete the respective online course before reporting to a FTS or SERA position. FTS or SERA competency assignment to a position can be viewed in Direct Access or Coast Guard Business Intelligence. 4. Commands are highly encouraged to ensure all personnel assigned to positions involved in Reserve management complete the courses for successful facilitation of Reserve component readiness support. Completion of these online courses is required for members currently serving in these positions who have not previously attended the RFRS or SERA training, regardless of time in the position. Additionally, senior reserve officers, gold/silver badges, supervisors, and managers of the Reserve not otherwise assigned to a designated position are strongly encouraged to complete these online courses, but will not achieve the competency unless or until they are assigned to a designated position. 5. Personnel who successfully completed the RFRS or SERA courses in residence (Fiscal Year 2009-2011) or online, must provide a copy of their course completion certificate to their SPO. The SPO will then enter the course completion information in Direct Access in accordance with REF C. 6.
