SUBJ: PROMULGATION OF U.S. COAST GUARD PERSONAL PROPERTY MANAGEMENT
MANUAL, COMDTINST, M4500.5D
1.  This ALCOAST announces the publication of U.S. Coast Guard
Personal Property Management Manual, COMDTINST M4500.5D.  All
previous versions are hereby canceled.
2.  This policy provides clear guidance for and expands upon the
acquisition, utilization, disposition, and accounting for personal
property.
3.  Action.  All Coast Guard personnel are required to ensure that
current business practices are accomplished within the guidelines of
this policy.
4.  Major Changes.  Policy on Operating Materials and Supplies is
removed from this manual and will be promulgated in policy developed
by COMDT (CG-4).  New forms have been created for the Report of
Survey, Form CG-5269, the Report of Excess Personal Property, Form
CG-4501, the Report of Abandonment/Destruction, Form CG-5598, and the
Report of Exchange/Sale, Form CG-4502.  In addition, the reportable
property threshold has changed from 2,500.00 dollars to 5,000.00
dollars.  Further, this revision consolidates and organizes the
contents in accordance with the personal property asset life cycle.
5.  Paper distribution of this policy will not be made.
