COMDT COGARD WASHINGTON DC 221412Z DEC 09/OPTASK DIVERSITY 1. IN JAN 2010, COMMANDER ATLANTIC AREA (LANTAREA), COMMANDER PACIFIC AREA (PACAREA), DEPUTY COMMANDANT FOR OPERATIONS (DCO), AND CHIEF OF STAFF/DEPUTY COMMANDANT FOR MISSION SUPPORT (DCMS) DEVELOPED DIVERSITY ACTION PLANS RELEVANT TO THEIR ORGANIZATIONAL FOCUS IN AN EFFORT TO OPTIMIZE WORKFORCE READINESS AND MEET THE MARITIME CHALLENGES OF THIS 21ST CENTURY. THE RESULTANT PLANS IDENTIFY ACTION ITEMS THAT WILL HELP THE COAST GUARD ACHIEVE ITS STRATEGIC DIVERSITY GOALS AS OUTLINED IN REF A. 2. REF B REQUIRES THAT QUARTERLY PROGRESS REPORTS AND UPDATES BE SUBMITTED TO CHIEF OF STAFF/DCMS. THE FOLLOWING UPDATES ARE PROVIDED TO OUTLINE THE PROGRESS AND INITIATIVES THAT HAVE BEEN ACCOMPLISHED IN THE LAST QUARTER. 3. HIGHLIGHTS OF THE LAST QUARTER: A. IN AN EFFORT TO DEVELOP AND SUSTAIN ROBUST APPLICANT POOLS, THE COAST GUARD PARTICIPATED IN OVER 60 OUTREACH EVENTS AND PROFESSIONAL CONFERENCES TARGETING DIVERSE POPULATIONS FOR ALL ACCESSION OPPORTUNITIES. B. AS A JOINT CGHQ/LANT/PAC EFFORT, AN AFLOAT COMMUNITY DIVERSITY WORKING GROUP WAS ESTABLISHED. THIS GROUP WILL WORK TO IDENTIFY DIVERSITY ISSUES AND CHALLENGES UNIQUE TO THE AFLOAT COMMUNITY WITH THE GOAL OF INCREASING DIVERSITY AND EXPANDING OPPORTUNITIES THROUGHOUT THE CUTTER FLEET. C. FURTHERING COLLABORATION BETWEEN THE COAST GUARD AND HISTORICALLY BLACK COLLEGES AND UNIVERSITIES, A MEMORANDUM OF AGREEMENT WAS SIGNED BETWEEN THE COAST GUARD AND TEXAS SOUTHERN UNIVERSITY (TSU). THIS AGREEMENT IS DESIGNED TO OPTIMIZE OUTREACH AND ENGAGEMENT EFFORTS AND SYNERGIZE THE COAST GUARDS OVERALL CIVILIAN AND MILITARY RECRUITING EFFORT. THIS PARTNERSHIP HAS ALREADY RESULTED IN A NUMBER OF APPLICATIONS FOR THE COAST GUARD COLLEGE STUDENT PRE-COMMISSIONING INITIATIVE PROGRAM. D. ASSESSING ORGANIZATIONAL CLIMATE FACTORS AND TRENDS ASSOCIATED WITH MILITARY EQUAL OPPORTUNITY AND CIVILIAN EQUAL EMPLOYMENT OPPORTUNITY ISSUES IS ESSENTIAL TO SUCCESSFULLY BUILDING, MANAGING AND SUSTAINING AN INCLUSIVE WORKPLACE ENVIRONMENT. AS SUCH, THE RESULTS FROM THE 2010 ORGANIZATIONAL ASSESSMENT SURVEY WERE MADE AVAILABLE TO COAST GUARD MEMBERS FOR REVIEW VIA CGPORTAL AT HTTP://CGPORTAL.USCG.MIL/LOTUS/MYQUICKR/HUMAN-RESOURCES-SURVEYS/LIBRA RY (LOWERCASE). RESULTS FOR THE DIVERSITY DIMENSION WERE 76.6 PERCENT FAVORABLE, 18.15 PERCENT NEUTRAL AND 5.25 PERCENT UNFAVORABLE. E. VADM CURRIER, CHIEF OF STAFF/DCMS AND DR. ANTONIO FLORES, HISPANIC ASSOCIATION OF COLLEGES AND UNIVERSITIES (HACU) PRESIDENT, SIGNED A CONTINUATION OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE COAST GUARD AND HACU. THE EVENT HIGHLIGHTED A 14-YEAR RELATIONSHIP WHICH HELPS PROMOTE DIVERSITY RECRUITING IN THE HISPANIC AND LATINO COMMUNITIES. F. THE DIVERSITY STAFF CONDUCTED A THOROUGH REVIEW OF REF A AND IDENTIFIED AND UPDATED RELEVANT GOALS AND OBJECTIVES. BASED ON ACCOMPLISHMENTS THAT HAVE OCCURRED OVER THE LAST YEAR, THE REVISED PLAN WILL PROVIDE UPDATED GUIDANCE AND DIRECTION ALLOWING UNITS TO MAXIMIZE RESPECTIVE DIVERSITY INITIATIVES.
