R 011911Z FEB 13 ALCOAST 038/13 COMDTNOTE 4000 SUBJ: MIGRATION OF CMPLUS AND ARMS FUNCTIONALITY INTO FLEET LOGISTICS SYSTEM UPDATE 1 A. COMDT COGARD WASHINGTON DC 171215Z JUL 12/ ALCOAST 340/12 1. BACKGROUND. This ALCOAST provides an update and supplement to Ref (A), available at https://cglink.uscg.mil/56fad1d3, with a revised timeline for the deployment of FLS Inventory, FLS Shore Side Support, and FLS Mobile Asset Manager (FLS-MAM), and updated CG Portal SharePoint site links to additional documents and guidance. 2. PHASE 1. The Phase 1 deployment of FLS Inventory to units that previously used CMPlus ashore is well underway. As of 24 JAN 13, 204 units have been fully migrated to FLS Inventory and 235 units have completed training. The total number of units receiving FLS Inventory has been adjusted down from 374 units to 310. As of 14 NOV 12 ARMS functionality has been provided from within FLS and the ARMS system was retired. Phase 1 is anticipated to be complete by the end of March 2013. An improved migration script corrects all the data issues for which there was an automated solution. However, Product Lines are still relying heavily on individual units to correct inventory data deficiencies highlighted by the migration. The new tool set does allow for some enterprise-level corrections and visibility of trends that now can be observed across many units. 3. PHASES 2/3. Phases 2 and 3 will be rolled out together. These phases include deployment of FLS Mobile Asset Manager (FLS-MAM) on afloat units that currently use CMPlus, and deployment of some additional functionality in FLS for shore side units that support those cutters. A major improvement implemented in the tech refresh is data synchronization between FLS-MAM on cutters and FLS used by the Product Lines. This enables Product Lines to better support their operational units because they have full visibility of configuration, maintenance, and supply data. A pilot of Phase 2 and 3 capabilities is planned for the Norfolk area 12-14 Feb 13. Full deployment of Phase 2 and 3 will begin 4 March 13. While the goal is to complete deployment of Phases 2 and 3 by 31 JUL 13, several factors may extend the deployment beyond this date. These factors include travel restrictions for training and deployment teams, availability of ESU or ESD resources to support cutter server installs, and cutter deployment schedules. Unlike the FLS Inventory rollout, which heavily utilized Microsoft Office LiveMeeting for training, and remote data migration, Phase 2 and 3 deployments will be conducted by an onsite team that will train, install software, migrate data, and provide transition support over approximately one week in each AOR. Shore side support units will be expected to provide support to the fleet with both legacy and new IT tools until the last cutter in their AOR is migrated to FLS-MAM. SFLC-ALD is working to optimize the deployment schedule to minimize the time spent in two toolsets. The master deployment schedule may be viewed at https://cglink.uscg.mil/d0bc5612. As part of the deployment planning effort, SFLC-ALD team leads will be contacting units receiving FLS or FLS-MAM, as well as the ESU or ESD who will be supporting software installations on the cutters. SFLC-ALD leads will be sending out a server questionnaire to each unit to ensure the units server meets the minimum software installation requirements. Prior to FLS-MAM installation on a cutter, CMPlus activities will be suspended, and a maintenance data pull from CMPlus will be completed by the SFLC-BOD. Maintenance data will be compiled and a window will be created to initialize FLS-MAM and load the cutters maintenance position. Any gaps between the new and old position will be identified and addressed during the migration. Maintenance history will not be brought into the new tools, but will be provided to units at migration and available online in a central location. 5. USER SURVEY. TRACEN Yorktown Performance Systems Branch is conducting a Job Task Analysis in connection with this effort. In order to ensure the Coast Guard is always training valid and relevant course material, users of FLS and CMPlus will receive an electronic survey that will help determine the best way to train these applications in the future. Your input will ensure we properly identify the performance requirements of the new FLS-MAM systems. Maximum participation in the survey is highly encouraged. 6. REFERENCES AND POCs.
