RESERVE POLICY MANUAL COMDTINST M1001.28 (SERIES) 1. REF A ANNOUNCED THE CENTRALIZATION OF RESERVE ENLISTED AND OFFICER ASSIGNMENTS AND PROVIDED BACKGROUND INFORMATION FOR THIS INITIATIVE. REF B ANNOUNCED ASSIGNMENT YEAR 2009 (AY09) GUIDANCE SPECIFIC TO RESERVE JUNIOR OFFICERS. THE NEXT PHASE OF THE CENTRALIZED ASSIGNMENT PROCESS WILL ENCOMPASS SENIOR ENLISTED MEMBERS (E7-E9). THIS MESSAGE PROVIDES INFORMATION REGARDING THE FORTHCOMING SENIOR ENLISTED ASSIGNMENT PROCESS. 2. CENTRALIZATION OF RESERVE ASSIGNMENTS IS A VITAL COMPONENT OF THE CG MODERNIZATION EFFORT THAT WILL RESULT IN AN AUDITABLE, SYSTEMATIC PROCESS THAT NOT ONLY ALIGNS WITH THE ACTIVE DUTY MODEL BUT ALSO CONSIDERS THE UNIQUE NATURE OF RESERVE ASSIGNMENTS. THIS EFFORT ALSO REPRESENTS A SIGNIFICANT PROCESS CHANGE, WHICH SHOULD BE NOTED BY RESERVE SENIOR ENLISTED MEMBERS, UNIT COS AND COMMAND CADRE, SUPERVISORS, AND THE RESERVE COMMUNITY AT LARGE. WIDEST DISSEMINATION OF THIS MESSAGE IS REQUESTED. 3. CHIEF PETTY OFFICERS (CPO) SERVE AS THE LEADERSHIP OF THE ENLISTED WORKFORCE AND PLAY A CRITICAL ROLE IN SHAPING OUR FUTURE SELRES WORKFORCE. CG MODERNIZATION EFFORTS SUCH AS THE RESERVE FORCES READINESS SYSTEM (RFRS) REQUIRES OUR RESERVE CPO CORPS TO UNDERSTAND CG POLICIES, ADAPT QUICKLY TO CHANGE, AND EXERCISE STRONG LEADERSHIP AND MENTORING SKILLS FOR JUNIOR ENLISTED MEMBERS AND OFFICERS. BUILDING AND MAINTAINING A STRONG CPO CORPS ALSO IS VITAL TO THE SUCCESS OF THE RESERVE COMMAND MASTER CHIEF (GOLD BADGE) AND SECTOR RESERVE SILVER BADGE (COMMAND MASTER CHIEF, COMMAND SENIOR CHIEF AND COMMAND CHIEF) PROGRAMS. IN ADDITION, RFRS PROVIDES FOR SENIOR ENLISTED RESERVE ADVISOR (SERA) POSITIONS, WHICH WILL BE FILLED BY CPOS (E7-E9) WHO WILL WORK DIRECTLY FOR THEIR COMMAND AND PROVIDE UNIT-LEVEL LEADERSHIP AND SUPPORT FOR RESERVE READINESS AND TRAINING ACTIONS. PSC-RPM-2 ANTICIPATES THE FIRST PHASE OF SERA POSITIONS TO BE AVAILABLE FOR ASSIGNMENT DURING AY10. THESE INITIATIVES SUPPORT THE CG'S EXPECTATION FOR OUR CPOS TO BE LEADERS AND CHANGE AGENTS WHO MENTOR AND TEACH OUR JUNIOR MEMBERS, BOTH ENLISTED AND OFFICER, TO ADVANCE TO POSITIONS OF HIGHER RESPONSIBILITY. 4. AS WE WORK TOWARD CENTRALIZING SENIOR RESERVE ENLISTED ASSIGNMENTS, IT IS IMPORTANT TO HIGHLIGHT SEVERAL ASPECTS OF CURRENT ASSIGNMENT POLICY TO ALIGN EVERYONE'S EXPECTATIONS. A. ASSIGNMENT TO POSITIONS OF LOWER GRADE: PER CHAP 5.A.6 OF REF C, NO CPO SHALL BE ASSIGNED TO A POSITION OF LOWER GRADE (E6 OR BELOW). MEMBERS CURRENTLY ASSIGNED TO POSITIONS OF LOWER GRADES SHOULD NOT EXPECT TO REMAIN IN THESE POSITIONS AND SHOULD PREPARE FOR REASSIGNMENT TO A CPO POSITION. B. TOUR LENGTH: TOUR LENGTHS FOR SENIOR ENLISTED AND JUNIOR ENLISTED MEMBERS ARE DEFINED IN CHAP 5.A.6 AND 5.A.7 RESPECTIVELY OF REF C. MEMBERS ADVANCING TO CPO GRADES SHOULD EXPECT AN EARLY ROTATION AND REASSIGNMENT TO A CPO POSITION. C. REASONABLE COMMUTING DISTANCE (RCD): EVERY EFFORT WILL BE MADE TO ASSIGN MEMBERS TO VACANT POSITIONS WITHIN THEIR RCD. HOWEVER, CHAP 5.A.10 OF REF C REMINDS SENIOR ENLISTED MEMBERS THAT ASSIGNMENTS TO PAID SELRES POSITIONS ARE LIMITED AND MAY REQUIRE TRAVEL OUTSIDE OF THE RCD. ALTHOUGH NO MEMBER CAN BE REQUIRED TO ACCEPT ASSIGNMENT TO A POSITION OUTSIDE OF HIS/HER RCD, A MEMBER MAY VOLUNTARY ACCEPT ASSIGNMENT TO A POSITION OUTSIDE OF HIS/HER MAY VOLUNTARY ACCEPT ASSIGNMENT TO A POSITION OUTSIDE OF HIS/HER RCD. D. ACCEPTANCE OF ASSIGNMENT ORDERS: WHEN MAKING ASSIGNMENT DECISIONS, ASSIGNMENT OFFICERS CONSIDER MANY FACTORS INCLUDING COMMAND CONCERNS, MEMBERS' DESIRES AND CAREER DEVELOPMENT, RCD, AND THE NEEDS OF THE SERVICE. GIVEN THESE FACTORS, AND A LIMITED NUMBER OF PAID SELRES POSITIONS, A MEMBER WHO DECLINES ASSIGNMENT ORDERS MAY BE TRANSFERRED FROM THE SELRES INTO THE IRR, OR ANOTHER RESERVE COMPONENT CATEGORY SUCH AS THE STANDBY RESERVE (ISL/ASL) OR RETIRED RESERVE (RET-2/RET-1). FURTHER POLICY GUIDANCE IS CURRENTLY BEING DEVELOPED THAT WILL ADDRESS THIS ISSUE. 5. CURRENT STATUS: SOME ISCS HAVE HELD OR WILL HOLD A SENIOR RESERVE ENLISTED (SRE) ASSIGNMENT PANEL FOR AY09. ALL ASSIGNMENT DECISIONS MADE BY THESE PANELS WILL BE UPHELD BY PSC-RPM-2. CONCURRENTLY, PSC-RPM-2 (RESERVE ASSIGNMENTS BRANCH) IS REVIEWING AND VALIDATING KEY ASSIGNMENT DATA CONTAINED IN DIRECT ACCESS (E.G., ROTATION DATES, TOTAL TIME AT UNIT, POSITION INFORMATION, ETC.). THE PURPOSE OF REVIEWING AND VALIDATING EXISTING DATA IS TO IDENTIFY POOR QUALITY OF MATCH CASES, BILLET/BODY MISMATCHES, AND DATA ENTRY ERRORS PRIOR TO DETERMINING THE PRIMARY POOL OF CANDIDATES FOR THE AY10 CENTRALIZED ASSIGNMENT SEASON FOR RESERVE CPOS, SCPOS, AND MCPOS NOT ASSIGNED THROUGH A SRE PANEL DURING AY09. 6. FUTURE STATUS: EFFECTIVE 01JUL09, PSC-RPM-2 WILL ACT AS THE ASSIGNMENT OFFICER (AO) FOR ALL RESERVE SENIOR ENLISTED ASSIGNMENTS, INCLUDING THE RESERVE GOLD BADGE AND SILVER BADGE PROGRAMS. ADDITIONAL GUIDANCE REGARDING THE RESERVE SENIOR ENLISTED ASSIGNMENT PROCESS AND THE AY10 TIMELINE WILL BE FORTHCOMING.
