Unit/location: PACAREA (PAC-35) / Alameda, CA E. Required competencies: Thorough knowledge of video teleconferencing, audio visual systems, and electronic keying equipment. Mbr must be competent at video teleconferencing technical practices and policy issues, specialized teleconferencing operating techniques, digital and analog communications requirements, local and wide area networking and processes used by federal and industry organizations to review, analyze and resolve difficult and complex telecommunications problems. Mbr must know Electronic Keying Material System (EKMS) Procedures and controlling authority to load onsite VTC encryption devices with Coast Guard and DOD keymat. Secret security clearance is required. F. Preferred competencies: Knowledge of Coast Guard and Pacific Area operational requirements supported by video teleconferencing to coordinate video teleconferencing and audio/visual communications with executive or flag-level organizations within the Coast Guard, DHS and DOD.
