Overview - The Assignment Year 2013 (AY13) Reserve Command Screening Panel (RSCP) will convene 06 Nov 2012 to screen eligible officers for command of Port Security Units (PSUs) and Coast Guard Reserve Units (CGRUs) augmenting Combatant Commanders (COCOMs). 2. Key dates and information: A. 15 Oct 12: E-resume and waiver requests due to CG PSC-rpm. B. 05 Nov 12: Last day for submission of communications to the panel. C. 06 Nov 12: Panel convenes 3. Billets projected for assignment in AY13 include: A. O-5 Commands: C.O. PSU 305 C.O. PSU 307 C.O. PSU 309 C.O. PSU 312 B. O-6 Commands: C.O. CGRU PACOM C.O. CGRU JFCOM C.O. CGRU TRANSCOM 4. CAPT/CAPT selects and CDR/CDR selects who will be tour complete in AY13 and AY14 (as well as selectees who have not been assigned to CAPT/CDR billets) and who meet the screening criteria in paragraphs 5.A and 5.B. of this message will automatically be screened by the panel. Members who desire to screen for command may submit an e-resume using the procedures outlined in paragraph 7 of this message. Conversely, members who are eligible for command screening, but do not desire to screen, should indicate such by e-mail to the panel coordinator identified in paragraph 9 of this message. 5. The following criteria, in priority order, will be used when screening candidates: A. O-5 Commands: (1) Command cadre experience (CO, XO or OPS) at a PSU. (2) Department head experience at a Coastal Riverine Squadron (CORIVON), Coastal Riverine Group (CORIVGRU), Maritime Expeditionary Security Squadrons/Group (MSRON/MESGRU), and/or department head experience at a COCOM. (3) Command cadre, department head, or Senior Reserve Officer (SRO) experience at any Coast Guard unit and at least one year of experience at a CORIVON, CORIVGRU, MSRON, MESGRU or PSU. (4) Command cadre experience (CO, XO or OPS) at any Coast Guard unit. B. O-6 Commands: (1) Command cadre experience (CO or XO) at a PSU, CORIVON, CORIVGRU, MSRON, MESGRU or CGRU COCOM. (2) Any joint duty (PSU, CORIVON, CORIVGRU, MSRON, MESGRU, CGRU COCOM, Joint staff, etc.) and completion of a minimum of two courses in Joint Professional Military Education (JPME). Examples of qualifying JPME include reserve senior service schools, Naval War College fleet seminar program, command and staff courses. Individuals who are unsure whether coursework they completed qualifies for command screening eligibility should contact CG PSC-rpm for guidance. (3) Any Area/District/Sector SRO duty and minimum of two JPME courses. (4) Any joint duty (PSU, CORIVON, CORIVGRU, MSRON, MESGRU, COCOM CGRU, Joint staff, etc.) or Area/District/Sector/SRO. 6. Waivers and candidate pools: members who believe they have the skill sets and qualifications needed for these screened positions, but who do not meet the eligibility criteria of paragraph 5, may request a waiver. CG PSC-rpm will review the records of members requesting waivers to determine whether they have the necessary experience as a LCDR or above for O-5 commands or CDR or above for O-6 commands. CG PSC also uses this waiver process to assist in evaluating adjustments to future eligibility requirements and to determine potential screening criteria adjustments. Waiver requests should be sent via e-mail to the panel coordinator NLT 15 Oct 12. 7. Direct access instructions: A. Members unable to connect to direct access due to extenuating circumstances may communicate their requests to screen via message traffic or e-mail to the POCs listed in paragraph 10. C. Officers electing to submit communications to the panel must follow the guidance in Ref A, CH.3.B.3.c. Communications must be sent via the chain of command to CG PSC-rpm in time to arrive NLT 05 Nov 2012. 8.
