This message solicits reserve MCPOs, SCPOs and CPOs desiring assignments to Reserve Command Master Chief (RCMC), Reserve Command Senior Chief (RCSC) or Reserve Command Chief (RCC) positions. 2. Reserve command senior enlisted leader positions are intended for those senior enlisted members who have truly distinguished themselves in all matters of performance, professionalism and leadership. Reserve senior enlisted members who meet the eligibility requirements of Ref (A) are highly encouraged to apply for command senior enlisted leader opportunities. Members who believe they meet the qualities and spirit of the CSEL program, but who do not meet eligibility requirements, may apply for AY13 Gold and Silver Badge opportunities and must submit a waiver request as part of the application package using the template found at http://www.uscg.mil/rpm/rpm2/docs/AY13GoldBadgewaiver.pdf, or http://www.uscg.mil/rpm/rpm2/docs/AY13SilverBadgewaiver.pdf as part of their application package. Waivers will be considered based on needs of the service. 3. Reserve senior enlisted members are encouraged to apply, regardless of the availability of individual assignment opportunities on the AY13 Gold and Silver Badge shopping lists. As modernization efforts continue to evolve, future Gold or Silver Badge positions may be created on the PAL during AY13. Only members who successfully screen will be considered for future AY13 Gold or Silver Badge positions that may materialize after the panel adjourns. 4. Current RCMCs, RCSCs and RCCs who are tour complete in AY13 and desire an extension or a follow-on assignment are required to submit updated application packages. 5.
