R 141910Z AUG 12 ALCGRSV 055/12 SUBJ: RESERVE JUNIOR ENLISTED (E-6 AND BELOW) ASSIGNMENT YEAR 2013 (AY13) KICKOFF ANNOUNCEMENT 1. This message announces the kickoff of the AY13 assignment season for reserve members, E-6 and below, and provides important information for junior enlisted members who may transfer in AY13, as well as for command cadre, supervisors and the Reserve Component at large. Updates will be provided as required through follow-on sitreps, CG PSC-rpm-2 Portal updates and CG PSC-rpm-2 website updates. Widest dissemination of this message is essential and requested. 2. AY13 Assignment Candidate Pool: A. The primary candidate pool are Deployable Specialized Force (DSF) members reported in Direct Access as tour complete in 2013 (assigned to DSF for five years or more), members in unbudgeted or reprogrammed positions, members assigned to positions requiring a different rating than the member holds. CG PSC-rpm-2 will track additions/deletions to the candidate pool resulting from advancement, separations and position reprogramming actions. Service needs, unit requirements, career path management, and member desires will further shape the pool. Units are encouraged to use the e-PAL located at http://cgbi.osc.uscg.mil/2.0/ePal/ in determining unit billet structure and staffing. B. Junior enlisted members serving on long term active duty orders that terminate during FY13 are encouraged to apply for an AY13 SELRES assignment if they wish to return to a drilling status in FY13. Members shall follow the guidance found in both this message and on the PSC-rpm-2 website at http://www.uscg.mil/rpm/rpm2/assignments.asp or plan to transfer to Individual Ready Reserve (IRR) status or retirement if eligible. C. Typically, members will not detach from their current assignment prior to completion of a full tour however, early rotations are sometimes necessary to meet service needs. Members relocating outside a reasonable commuting distance (RCD) of their assigned unit (i.e. junior year of college, beginning a job search in different state, etc.) who are not tour complete must request (with command endorsement) a new assignment prior to relocating his/her primary residence outside of RCD. D. Junior enlisted members shall consider all positions applicable to their rating as assignment options when crafting DA e-resumes, junior enlisted shopping lists will not be generated so members should go to the CG PSC-rpm-2 website for e-resume guidance. E. 31 May 2013: PCS orders released in DA, available to units in DA airport terminal. F. 30 Jun 2013: RILO requests due to CG PSC-rpm. G. 01 Oct 2013: AY13 assignments take effect. 4.
