Reserve Policy Manual, COMDINST M1001.28A 1. This message announces the kickoff of the AY13 assignment season for reserve Chief Warrant Officers (CWOs) and reserve senior enlisted members (E7-E9). This message provides important guidelines and information to CWOs and senior enlisted members, command cadre, supervisors and the Reserve Component at large. Supplemental information on the AY13 process can be found on the CG PSC-rpm-2 website at http://uscg.mil/rpm/rpm2 and CG Portal at https://collab.uscg.mil/lotus/myquickr/psc-rpm/rpm-2. Widest dissemination of this message is essential and requested. 2. Shopping lists: CG PSC-rpm-2 is developing and validating shopping lists, which identify anticipated vacancies on the Personal Allowance List (PAL). Updates will be provided as necessary, through follow-on SITREPS, CG PSC rpm-2 website and CG Portal page. A. Validation: Commencing 04 Sep 12, unit commanders should verify the accuracy of the status of each reserve position on their PAL, as reflected in Direct Access (DA), along with anticipated vacancies. Units are encouraged to use the e-PAL located at http://cgbi.osc.uscg.mil/2.0/ePal/ in determining unit billet structure and staffing. Discrepancies or comments shall be directed to the appropriate CG PSC-rpm-2 Assignment Officer (AO) via command concerns NLT 02 Nov 2012. Availability: 09 Nov 2012, shopping lists will be posted to CG Portal at https://collab.uscg.mil/lotus/myquickr/psc-rpm/rpm-2 and on the CP PSC-rpm-2 website at http://www.uscg.mil/rpm/rpm2/assignments.asp for members competing for an AY13 assignment. 3. AY13 Assignment Candidate Pool: A. The primary candidate pool consists of members reported in DA as tour complete in 2013, members who are over-billeted or in unbudgeted or in reprogrammed positions, senior enlisted members filling positions in which a rate or pay-grade mismatch (plus or minus 2 pay grades) exists between member and the billet per 5.B.8 of Ref (A). CG PSC-rpm-2 will track additions and deletions to the pool created by promotions, advancements, separations and position reprogramming and other actions. B. CWOs and senior enlisted members serving on long-term ADOS orders that terminate anytime during CY13 are encouraged to apply for an AY13 SELRES assignment or expect a status change request to Individual Ready Reserve (IRR) and participate in the AY14 assignment cycle. C. Reasonable Commuting Distance (RCD): Ref (A), section 5.A.2 describes Coast Guard policy regarding RCD. As a member becomes more senior, the opportunities for assignments within RCD become increasingly scarce. If a member wants to continue to serve in a SELRES status, the member should consider assignment options beyond RCD. Members may voluntarily accept assignment to a position outside RCD or may be subject to a status change to the IRR, Standby Reserve, or retired reserve. Members who decline assignment orders may be issued a status change to the IRR, Standby Reserve, retirement or separation, as appropriate. Members who do not successfully compete for SELRES assignments in AY13 can expect a status change to IRR status during AY13, and may compete for a SELRES assignment in AY14. D. D. 09 Nov 2012 - 31 Dec 2012: AOs available to CWOs for assignment counseling. E. 09 Nov 2012 - 31 Dec 2012: E-resume submission period for CWOs. F. 09 Nov 2012 - 18 Jan 2013: AOs available to senior enlisted for assignment counseling. G. 09 Nov - 20 Jan 2013: E-resume submission period for Senior Enlisted members. H. 31 Jan 2013: Reserve CWO slates approved/finalized. I. 26 Apr 2013: Reserve E9 to E7 slates approved/finalized. J. 31 May 2013: PCS orders released in DA, available to units in DA airport terminal. K. 30 Jun 2013: RILO requests due to CG PSC-rpm. L. 01 Oct 2013: AY13 assignments take effect. 7.
