Schedule of ADPL and IDPL officer personnel boards and panels, PSCNOTE 1401 1. This message announces the kickoff of the AY13 Reserve Lieutenant Commander through Ensign assignment season. This message provides important guidelines and information to reserve officers competing for assignments in AY13 including Regular-to-Reserve (R2R) officers, reserve officers in unbudgeted positions, as well as stakeholders including command cadre, supervisors and the reserve officer corps at large. Widest dissemination of this message is essential and requested. 2. Shopping lists: CG PSC-rpm-2 is developing and validating AY13 shopping lists, which will identify anticipated vacancies on the Personnel Allowance List (PAL). Updates will be provided, as required, through follow-on SITREPS on the CG PSC-rpm-2 website and on the CG Portal. A. Validation: Commencing 04 Sep 2012, unit commanders should verify accurate status of each reserve position on their PALs, as reflected in Direct Access (DA), along with anticipated vacancies. Units are encouraged to use the e-PAL located at http://cgbi.osc.uscg.mil/2.0/ePal/ in determining unit billet structure and staffing. Discrepancies or comments shall be directed to the appropriate CG PSC-rpm-2 assignment officer (AO) via command concerns NLT 02 Nov 2012. Availability: 09 Nov 2012, shopping lists will be available in DA and posted to CG Portal at https://collab.uscg.mil/lotus/myquickr/psc-rpm/rpm-2 and on the CG PSC-rpm-2 website at http://www.uscg.mil/rpm/rpm2/assignments.asp for members competing for an AY13 assignment. 3. AY13 Assignment Candidate Pool: A. The primary candidate pool consists of members reported in DA as tour complete in 2013, members who will change Reserve Component Category (RCC) to Selected Reserve, members filling positions in which a pay-grade mismatch (plus or minus 2 pay grades) exists between member and the billet, members in unbudgeted or reprogrammed positions, members projected to be released from active duty and members in multi-encumbered positions. CG PSC rpm-2 will track additions and deletions to candidate pools created by promotions, screening panels, separations, position reprogramming and other human resource actions. B. To the maximum extent possible, CG PSC rpm-2 will adhere to tour completion dates when considering assignments. Regular officers who anticipate reserve affiliation via the Regular-to-Reserve (R2R) process shall follow the timeline in paragraph 6. Those who miss the deadlines in paragraph 6, should monitor off-season assignment messages or expect to remain in the Individual Ready Reserve (IRR) until the AY14 assignment cycle. 4. Reasonable Commuting Distance (RCD): Ref (A), section 5.A.2 describes Coast Guard policy regarding RCD. As a member becomes more senior, the opportunities for assignments within RCD become increasingly scarce. If a member wants to continue to serve in a SELRES status, the member should consider assignment options beyond RCD. Members may voluntarily accept assignments to a position outside RCD, or may be subject to a status change to the IRR, Standby Reserve or retirement. Members who decline assignment orders may be subject to a status change to the IRR, Standby Reserve, retirement or separation, as appropriate, NLT 30 Jun 2013. Members who do not successfully compete for SELRES assignments in AY13 can expect a status change to the IRR. 5. D. 09 Nov 2012 - 18 Jan 2013: AOs available for assignment counseling. E. 09 Nov 2012 - 20 Jan 2013: E-resume submission period. F. 26 Apr 2013: Reserve Lieutenant Commander through Ensign slates approved/finalized. G. 31 May 2013: PCS orders released in DA, available to units in DA airport terminal.
