This message links with Ref (A) and announces to all IDPL officers the PY13 selection and retention boards, zone sizes, and opportunities of selection (OOS). Signal numbers (SIGNOS) referenced below are from Ref (B), which is a snapshot of the officer corps in precedence order as of 01 Jan 2012. Members in-zone for promotion should notify Commander, Personnel Service Center (CG PSC-RPM-1) of any changes to their names, e.g., as a result of marriage or divorce, if not reflected in Ref (B). Ref (B) is available on line at www.uscg.mil/psc. 2. PY13 IDPL promotion zone sizes are shaped by the running mate system. IDPL officers compete for promotion when their active duty running mates are considered for promotion as noted in Ref (A). A. In-zone: IDPL promotion zones include officers being considered for the first time and those who have been considered, but not selected, by a previous board. B. Below-zone: PY13 IDPL selection boards have been authorized to consider officers from below the zone. The number selected may not exceed 10 percent of the maximum that each board may recommend. 3. Thirty days prior to the convening of each selection board, an ALCGRSV message will be released announcing the names of officers who will be considered for promotion. Announcements of zone sizes and opportunities of selection for IDPL CWO will be issued separately as appropriate. If your name does not appear on the ALCGRSV and you believe you should be in-zone for consideration, contact the IDPL Board Coordinator immediately at 202-493-6912. 4. IAW Ref (C) and Ref (D), the CAPT retention board convenes on 09 Jul 2012 to consider all CAPTS in an active status who have 18 years or more service for retirement, except CAPTs who meet one of the following conditions of section 741 of Ref (D): (a) will complete 30 years total commissioned service by 30 June 2013 (b) will have reached age 59 by the date the board is convened, or (c) are on extended active duty. All CAPTs who are not recommended for retention will be given the opportunity to retire by 30 Jun 2013 or will be transferred to the Standby Reserve, Inactive Status List (ISL). The OOS is 86 percent. 5. IAW Ref (C) and Ref (D), the CAPT selection board convenes on 16 Jul 2012 to consider CDRs consisting of CDR ARMIN D. CATE, SIGNO 409A and those CDRS junior thereto on the IDPL, including CDR MARK M. MURAKAMI, SIGNO 663A. The OOS is 50 percent. 6. IAW Ref (C) and Ref (D), the CDR selection board convenes on 24 Jul 2012 to consider LCDRs consisting of LCDR MICHAEL E. RUWE, SIGNO 1520A, and those LCDRs junior thereto on the IDPL, including LCDR WILLIAM B.CASSELS, SIGNO 1697A. The OOS is 55 percent. 7. IAW Ref (C) and Ref (D), the LCDR selection board convenes on 21 Aug 2012 to consider LTs consisting of LT BRADFORD J. CROWLEY, SIGNO 2636A, and those LTs junior thereto on the IDPL, including LT JAMES W. FITZGERALD, SIGNO 3291B. The OOS is 67 percent. 8. IAW of Ref (C) and Ref (D), the LT selection board convenes on 18 Sep 2012 to consider LTJGs consisting of LTJG WILLIAM M.GRABOWSKI, SIGNO 5516A, and those LTJGs junior thereto on the IDPL, including LTJG REBECCA J. BOICE, SIGNO 5909A. The OOS is 80 percent. 9. IAW Ref (C) and Ref (D), a LTJG selection board convenes on 14 Nov 2012 to consider all ensigns whose running mates have a DOR of 31 Jan 2011 or earlier. Unlike the boards listed above, this is a fully qualified board. The board may recommend all of those eligible. 10. IAW Ref (C) and Ref (D), a LTJG selection board convenes on 4 Jun 2013 to consider all ensigns whose running mates have a DOR of 31 Jul 2011 or earlier. Unlike the boards listed above, this is a fully qualified board. The board may recommend all of those eligible. 11. All officers shall ensure their most recent points statement and Direct Access information is accurate. 12. Officers with retirement or separation letters on file who have not been retired or separated prior to the board convening will appear before the board. Approved voluntary retirement and separation letters are provided to the board. 13. Per Ref (E), all candidates within the promotion zone are reminded that biennial/annual OERs may not be extended past the regular end of reporting periods. All OERs should arrive at CG PSC-RPM-1 NLT 45 days after the end of reporting periods. Rating chains and OER administrators should expedite submission of these OERs to ensure eligible officers have up-to-date performance files prior to board convenings. Consult respective OER administrators regarding all OERs that are due. Electronically signed OERs may be e-mailed to arl-pf-cgpscrpmoer(at)uscg.mil. To ensure all candidates compete on a level playing field, selection boards see and review only the officer portion of a record (CG PSC PDR), data contained in Direct Access (DA), and communications from candidates directly to the board. As stated in paragraph 7.b of Ref (G), ENS OERs are masked from view at LCDR and above IDPL selection boards. The LTJG and LT selection boards will continue to view entire records, including ENS OERs. The boards are given one alphabetical candidate roster so the status of candidates is not discernible. 15. Officers are encouraged to review their Employee Career Summary Sheets (ECSS). The ECSS provides a consolidated view of a member's information as it appears in the Coast Guard's enterprise-wide human resources management system (HRMS) Direct Access. 16. All officers in-zone are encouraged to review their official record. Guidance to officers not selected for promotion is included in Chapter 7.A and 8.A of Ref (E). CG PSC-RPM will make non-selection notification calls to commands prior to releasing the approved board results. A. For PY13, officers twice non-selected will not be retained. If an officer is twice non-selected and they do not meet the criteria of Article 7.A.8.f of Ref (E), they will be honorably discharged by 30 June 2013. B. O-5 and below officers retained by a previous board will not be discharged, per Article 7.A.8.e. of Ref (E). 18.
