The assignment cycle was conducted at CG PSC-rpm-2 for junior officers, CWOs, senior enlisted members, and junior enlisted members as announced in Refs (A) through (C). Process refinements and more robust communications between CG PSC-rpm and field units paid dividends in AY12, contributing to a successful assignment season. However, efforts to minimize assignments outside of a reasonable commuting distance (RCD), as well as the transfer or reprogramming of positions on the Personnel Allowance List (PAL), continued to present chanllenges in AY12. We will apply lessons learned from AY12 to our planning and execution of AY13. 2. All SELRES PCS assignments are complete and orders are being generated in Direct Access (see Refs (A) through (C) for timeline). New CWO appointments/assignments are pending board results. Reserve Sector Silver Badge assignments for AY12 were announced in Ref (D). The CAPT and CDR AY12 final report was announced in Ref (E). 3. The following is a recap of AY12 for LCDR and below: A. Assignments completed: (1) LCDR-CPO: 506 (2) E1-E6: (a) Members assigned in AY12: 298 (b) Off season: 615 (made outside assignment season due to member geographic relocation, or similar circumstance.) (c) Accession-related assignment actions: 1,306 B. Pay grade mismatches resulting from AY12 orders issued: 13 C. LCDR-CPO assignments outside RCD: 172 D. Vacant/gapped billets: (1) LCDR: 3 (2) LT-LTJG: 24 (3) CWO: 30 (4) MCPO-CPO: 158 4. Lessons learned: A. Processing orders: Commands continue to leave fleet-ups and intra-unit transfer orders unprocessed in the Direct Access airport terminal, resulting in PAL discrepancies. Commanding officers must ensure servicing SPOs execute all orders issued for their units in a timely manner. B. Assignment process guidance: Commands are strongly encouraged to ensure maximum visibility by their Reserve members of assignment messages and off-season solicitations published via ALCGRSV messages. Members should continue to review CGMS, the CG PSC-rpm-2 Webpage (http://www.uscg.mil/psc/rpm/rpm2) and CG portal site (https://www.cgportal.uscg.mil/lotus/myquickr/psc-rpm/library) for available information. Members are also encouraged to view their Employee Summary Sheet (ESS) for a snapshot of the information in DA that is available to Assignment Officers (AOs). C. Personnel Allowance List (PAL) Data Integrity: CG PSC-rpm is the sole order-issuing authority for all SELRES personnel to SELRES positions on PAL. When members are assigned to positions, it is expected that the individual will perform the duties of that billet. When commands direct members to perform duties other than those to which the member is assigned by CG PSC-rpm, it potentially degrades readiness and may sub-optimize unit performance. For example, shopping lists are based on CG PSC-rpm assigned positions and tour completion dates as shown in Direct Access. Commands moving members without CG PSC-rpm-issued orders corrupts assignment histories and creates a disconnect regarding unit needs. Direct Access is our primary human resource information tool and is extensively used by AOs, workforce forecasters, and selection boards/panels to manage the Reserve component. D. Command Concerns: This year saw a significant increase in reserve-oriented Command Concerns. This improved our ability to address unit critical needs and operational concerns. However, in some cases, command concerns were limited in scope or were submitted after the deadlines announced in Refs (A), through (C). Timely command concerns are an essential element of communications between units and CG PSC-rpm, and should address reserve-specific assignment issues, such as notification of pending SARR/reprogramming packages that would result in moving or deleting PAL positions. AY13 kick-off messages will provide further guidance on command concerns. E. E-resumes: (1) During AY12, large numbers of tour-complete members failed to submit e-resumes. It is the member's responsibility to know their rotation date and comply with published timelines. In some cases, members failed to complete e-resumes even after being contacted by their AOs. Members who are tour complete and failure to submit e-resume on time risk receiving undesirable assignments of transfer to the IRR. (2) Many reserve e-resumes submitted during AY12 were unrealistic. Members shall not apply for positions not advertised on the shopping lists or not announced in shopping list additions issued via CGMS. Additionally, members shall not apply for positions outside their ratings or specialties unless authorized to do so (SERA, CMC, etc.). Lastly, command endorsements are required for short tours, tour extensions, or SERA positions. Commands and members are encouraged to review the information regarding e-resumes in Refs (A) through (C) in preparation for AY13. (3) Finally, some members used the e-resume narrative section for position requests rather than placing them in the job basket. Others copied civilian resumes into the narrative section. While the practice may be useful for presenting related civilian skills not otherwise captured in DA, members are advised not to repeat information contained in DA or the Employee Imaged Personnel Data Records (EIPDR or other systems (OERs, CG-4082s, etc.) F. Command veto of reserve assignments: During AY12, some commands attempted to veto assignment of members to their units. No such right exists in policy. Assignment decisions are based on information contained in official records, not on hearsay or anecdotal accounts, perceived personality conflicts, etc. Per article 1.A.1.a. of Ref (F), a member who holds a specific rate is presumed to be fully qualified to perform duties associated with it. Moreover, article 5.A.1.c.(3) of Ref (G) notes that purpose of assigning reservists to units is to provide on-the-job training and administrative support to prepare them for mobilization. CG PSC-rpm will only consider command objection to an assignment based on matters of record. G. Changes in Reserve Component Category (RCC): Commanding officers and members are reminded that requests for status changes (retirement requests, transfer to IRR, etc.) received after the deadlines for command concerns and e-resumes places the unit at risk of a billet gap and the member at risk of having his or her request denied. Ref (H) authorizes submission of retirement requests up to two years prior to the effective date. CG PSC-rpm strongly encourages members to submit requests for retirement or other RCC change at least nine months prior to the desired execution date. 5. If you are tour complete in AY12 and have not received notification of assignment action by 15 Jun 2012, check with your SPO before contacting your AO. 6. CG PSC-rpm appreciates the patience and flexibility of units and members during this SELRES assignment season. We have collected and will act upon feedback and look forward to AY13. CG PSC-rpm will continue to communicate through traditional channels (SITREPs, off-season solicitations, and shopping list updates), however, the most up-to-date information can be found at the CG PSC-rpm web-site and portal. More detailed guidance will be provided in the AY13 Kick-off messages, which we anticipate releasing in August 2012. 7.
