Ref (A) and (B) announced assignment panel final reports and assignment orders are now being generated. This message serves as the final AY12 SITREP on Reserve CAPT and CDR assignments and provides a preview from CG PSC-rpm of the outlook for AY13. 2. Summary of AY12 CAPT and CDR assignment season to date of this message: A. Total AY12 Assignments: (1) O6: 16 (2) O5: 62 B. Pay grade mismatches resulting from AY12 assignment actions: (1) Total O6 billets filled by O5/O5(sel): 0 (2) Total O5 billets filled by O6/O6(sel): 3 (3) Total O4 billets filled by O5/O5(sel): 3 C. Total vacant and gapped billets: (1) O6: 0 (2) O5: 0 D. AY12 assignments outside reasonable commuting distance (RCD): (1) O6: 12 (2) O5: 45 E. Reserve CAPT assignments recap: There were 15 CAPTs or CAPTs(sel) slated for SELRES assignments by the AY12 assignment panel. As was the case during AY11, there were more CAPTs and CAPTs(sel) in an active status than available SELRES CAPT billets. When the panel met in early March, there were approximately 49 CAPTs or CAPTs(sel) for 36 SELRES billets. As a result, six CAPTs or CAPTs(sel) were directed by the panel for transfer to the Individual Ready Reserve (IRR) before the end of FY12. As in AY11, no CAPTs or CAPTs(sel) were double-encumbered in billets on PAL. F. Reserve CDR assignments recap: In all, 62 CDRs or CDRs(sel) were slated for SELRES assignments by the AY12 assignment panel. Like AY11, there were more CDRs and CDRs(sel) in an active status than available SELRES CDR billets. At the time the panel met in early March, there were approximately 246 CDRs or CDRs(sel) for 152 SELRES billets. As a consequence, most non-tour complete CDRs(sel) did not receive CDR assignments, unless dictated by service needs. In addition, 29 CDRs or CDRs(sel) were slated to transfer to the IRR before the end of FY12, either because they failed to submit e-resumes by the deadline, or were outcompeted for assignments. As in AY11, no CDRs or CDRs(sel) were double-encumbered, except to meet critical service needs. None were assigned under any circumstance to unbudgeted positions. 3. AY13 assignments planning: A. Based on projected mandatory and voluntary retirements, it is likely that the mismatch between CDRs and billets will persist in AY13. Accordingly, the following officers should plan on competing for an assignment in AY13: (1) All tour-complete CDRs, (2) All CDRs currently in LCDR billets, (3) All PY12 CDRs(sel) who did not receive CDR assignments in AY12. (4) All LCDRs selected for CDR in PY13. B. Officers completing long-term active duty (ADOS or EAD) who are subject to reassignment as defined in 5.A.13 of Ref (C), should also plan on competing for assignment in AY13. Eligible officers who do not submit e-resumes by the deadline, or who do not compete successfully for assignment in AY13 can expect to be transferred to the IRR and may compete for off-season or an AY14 assignment if they desire a return to SELRES status. Retirement-eligible CDRs who intend to retire, but have not yet communicated their intentions to CG-PSC-rpm, are encouraged to submit retirement requests early (6-12 months prior) to ensure their billets are shopped for AY13. C. Modernization and associated billet reprogramming continued to present challenges during AY12 and are also anticipated in AY13. It is important for members and commands to remember that vacant SELRES billets represent an opportunity to assign a member to a unit presumed to have a valid requirement, a key consideration given the excess of CDRs to billets. Thus, it is vitally important for unit commanders to fully communicate any billet-related issues to PSC-rpm that may potentially affect CDR assignments, including pending reprogramming actions, as part of the command concerns and shopping list validation processes. Commands cannot legitimately object to a particular assignment based on billet reprogramming if they failed to share information with PSC-rpm. D. When officers are assigned to a particular billet, it is done in accordance with established procedures and with the expectation that an individual officer will perform the duties of the billet to which assigned. PSC-rpm is the sole order-issuing authority for all SELRES personnel to SELRES positions on PAL. When commands direct officers to perform duties other than those to which they were assigned, it potentially degrades readiness and unit performance. Direct Access, our primary human resource information tool, is extensively used by AOs, workforce forecasters, and selection boards and panels to manage the Reserve officer corps. For example, officer shopping lists are based on PSC-rpm assigned positions and tour completion dates as shown in Direct Access. When commands move officers without orders from PSC-rpm, it corrupts assignment histories and distorts actual unit needs. Moreover, the OER is the primary tool for documenting performance and is a critical component in numerous processes. Selection boards/panels may have difficulty assessing an officer's experience and performance when the description of duties is inconsistent with the actual assignment. Ref (D) provides comprehensive guidance affecting active duty and Reserve officers. 4. PSC will continue to communicate through traditional channels (SITREPs, off-season solicitations, and shopping list updates). However, the most up-to-date information can be found at the PSC-rpm Website and CG Portal. More detailed guidance will be provided in the AY13 CAPT and CDR kick-off message, which we anticipate releasing during September 2012. 5. Internet release authorized.
