Schedule of Active Duty Promotion List (ADPL) and Inactive Duty Promotion List (IDPL) Officer Boards and Panels, PSCNOTE 1401. 1. Applications for the Promotion Year 2013 (PY13) RPA Designation Board are due by 16 November 2012. The board will convene on 11 December 2012 to consider officers for designation as provisional RPAs. This is a two-phase board. Officers selected during phase one in December will receive orders to travel to CG PSC for an interview during the week of 8 January 2013. RPAs can expect an exciting and unique career in connection with organizing, administering, recruiting, instructing, or training the reserve force to meet present and future Coast Guard mission requirements. 2. RPA program: A. The RPA Corps consists of reserve officers serving in full-time support positions at sectors, districts, and HQ units. RPAs may also perform tours in other appropriately related specialties to broaden their professional expertise. RPAs should expect to serve primarily in staff-tour assignments. Regular officers who apply for RPA designation must also be eligible to be considered by one of the quarterly Regular to Reserve Commission Panels convened to consider regular officers on the Active Duty Promotion List (ADPL) for a reserve commission. B. RPAs are considered separately for promotion during the same promotion year (PY), and promoted the same day, as their ADPL running mates. Officers do not lose their precedence transitioning from the ADPL or IDPL to the RPA promotion list. C. RPA's are eligible to apply for full time post-graduate school specializing in Financial Management, OPS research, and Performance Technology. D. RPAs are on full-time Extended Active Duty (EAD) orders and have the same entitlements and benefits as regular officers, including the opportunity to earn an active-duty retirement. 3. Those officers designated as provisional RPAs will be offered three-year EAD contracts and can expect assignment to a training/developmental billet. After two years of active duty, provisional RPAs are considered for permanent RPA status via a board convened by CG PSC-opm. An RPA who acquires permanent status receives indefinite orders to active duty and serves on active duty until separation or retirement. 4. Service requirements: Per Ref (A) Chapter 1.B.3.c., to qualify for designation as a provisional RPA, an active duty ADPL officer or Inactive Duty Promotion List (IDPL) Reserve officer in the grade of lieutenant or lieutenant (junior grade) must have at least two years of commissioned service in the Coast Guard or Coast Guard Reserve when the RPA designation board convenes. Lieutenants must have three or fewer years in grade when the board convenes. No waivers for time in grade will be accepted. Retired officers are not eligible for RPA designation. 5. Application process: A. Applications are submitted via Direct Access E-Resume. Members complete an E-Resume and select RPA appointment from the position source pull down menu and click search. Click the check box next to PY13 RPA appointment position in job basket column. Although it has a job code of LT (00096), this code is used for all ranks. Press add selected to job basket button. When complete, press view job basket to review your job basket, press apply for jobs in basket button and complete your E-Resume. State your reasons for applying to the RPA Program in the E-Resume comments section. B. Commanding Officer endorsements are required as part of the E- Resume process. Endorsements shall address: The applicants managerial potential, analytical, planning and writing skills, and an opinion of their value to the service as a RPA. Only endorsements from the immediate command are authorized. In job endorsement page under recommendation drop-down menu, Commanding Officers should choose "make offer" to positively endorse members application. Commanding Officers should ensure that they click on the button marked final for the member's application to be considered completed. Additional letters of recommendation or endorsements will not be considered and if submitted will be returned without action. Communications to the board from a candidate will not be accepted. C. All applicants should ensure their current OERs and Record of Professional Development (CG-4082) are in their records. 6. All officers under consideration are encouraged to review their Employee Summary Sheet (ESS). The ESS provides a consolidated view of a member's information as it appears in the Coast Guard's Enterprise-Wide Human Resources Management System, Direct Access (DA). All officers applying are encouraged to review their official Electronically-Imaged Personnel Data Record (EI-PDR).
