SUBJ: MORALE, WELL-BEING, AND RECREATION (MWR) NON-APPROPRIATED FUND
(NAF) YEAR 2013 BUDGET GUIDANCE UPDATE

1.  To update Ref (A), the Nonpay Compensation Program Board of
Directors recently approved the NAF Year 2013 MWR distribution at 80
dollars per active duty billet as reflected on the Personnel
Allowance List.
2.  There is no current cost of living allowance increase for
eligible NAF employees this year.
3.  A 7 percent employer share of base pay for NAF employees
enrolled in the NAF retirement system for NAF Year 2013 is required.
This was effective 1 February 2013.  This rate may be adjusted in the
May/June timeframe when actual reports are again received.
4.  Due to a change in health care providers, commands outside of
Puerto Rico will have a 9.5 percent increase in the employers share
of health care premiums for eligible NAF employees.  For Puerto Rico,
an increase of 1.2 percent is scheduled for NAF Year 2013.
5.  The unit share of worker compensation claims remains as
prescribed in reference a.
