R 191319Z FEB 13 ALCGPSC 026/13 SUBJ: SOLICITATION FOR 2013 NONCOMMISSIONED OFFICER ASSOCIATION MILITARY VANGUARD AWARD NOMINATIONS 1. The Non Commissioned Officers Association will present the annual Military Vanguard Award to individual members from each military service, at the associations national convention in Las Vegas, Nevada, 15-19 July 2013. The formal presentation will occur at the Vanguard Banquet on Thursday evening, 18 July 2013. 2. The award for the Coast Guard member is named after Medal of Honor recipient, Signalman First Class Douglas A. Munro. Commands are encouraged to nominate members who meet the following criteria: A. Nominee performed a heroic act that resulted in the saving of a life or prevention of serious injury. B. Nominee must have been serving on active duty or as a member of the Reserve or National Guard in a branch of the Uniformed Services of the United States of America, when the heroic act was performed. C. Nominee must have served in an enlisted pay grade ranging from E-1 to E-9 when the act was performed. D. Nominee must be serving on active duty at the time the award is presented at the Annual Convention. E. The act for which nominee is to be recognized must have been a voluntary action initiated by the nominee, and not a result of directions or orders. F. The action performed by nominee must have brought credit to the individual, his or her service, and the enlisted community of the Uniformed Services of the United States of America. G. The act for which nominee is to be recognized must have occurred within the previous calendar year (2012). 3. Commands should submit nominations to Commander, Personnel Service Center (PSD-MA) NLT 8 March 2013. Electronic submissions are encouraged and may be forwarded to Ms. Deneen Day at deneen.a.day(at)uscg.mil. Nomination packages are to be prepared in memo format and must include: A. Narrative summary of the heroic act performed (included in body of memo). B. Full name, military and civilian addresses, email address, and home and duty phone number of the nominee (included in body of memo). C. Military and e-mail addresses for nominees commanding officer (included in body of memo). D. Biography (enclosure). E. Copy of award citation for heroic act (enclosure). 4.
