Predictors are based on historical data that takes into account the average number of new appointees, declines, estimated attrition rate, and expected billet losses/gains. It is important to understand that being within the predictor does not guarantee an appointment. 4. Those candidates who have not yet been offered appointments and whose names now appear at or above the revised cutoffs are no longer eligible for advancement to chief, senior chief or master chief petty officer. Their names will be automatically removed from the enlisted advancement eligibility list 60 days after publication of the officer eligibility list, unless an individual concerned has notified PSC-OPM and PSC-EPM that they do not intend to accept appointment to warrant grade. If a member who has been selected is to be advanced to Chief, SCPO, or MCPO during the above 60 day window, the member must make a decision at that time, vice 60 days after publication, regarding their intentions to accept either advancement or appointment to CWO. 5. Those who decline appointment or who voluntarily elect removal from the eligibility list are not eligible to re-compete for appointment for five years.
