SUBJ: 2013 ANNUAL REVIEW OF CRITICAL HOUSING AREAS (CHA)

1. This ALCGPSC announces the Military Housing Areas (MHA), Country
Cost Groups (CCG), and zip codes that meet the eligibility criteria
for continued designation as a CHA, and removes those that no longer
meet the criteria.  This ALCGPSC applies to all areas in the
continental United States where dependents are authorized to
accompany service members.
2. The following is a list of MHAs and zip codes that continue to be
designated as a Coast Guard CHA:
    A. Abbeville, LA (Zip Code 70511)
    B. Buxton/Hatteras, NC (Zip Code 27943)
    C. Brownsville, TX (MHA TX 281))
    D. Coastal Maine (MHA ME141) with the exception of Zip Code 04679
    E. Demopolis, AL (Zip Code 36732)
    F. Highlands, NJ (Zip Code 07732)
    G. Montauk, NY (Zip Code 11954)
    H. Port OConnor, TX (Zip Code 77982)
    I. Station Fire Island, NY (Zip Code 11702)
    J. Station Jones Beach, NY (Zip Code 11520)
    K. Station Menemsha, MA (MHA MA151)
    L. Station Yankeetown, FL (Zip Code 34498)
    M. Station Provincetown, MA (Zip Code 02657)
    N. Venice, LA (Zip Code 70091)
3. Effective immediately, the following areas no longer meet the
criteria for CHA designation and are removed from the CHA list.
A. Carrabelle, FL (Zip code 32322)
B. Station Islamorada, FL (Zip Code 33036)
Members who receive Permanent Change of Station (PCS) orders to a CG
unit within this area after the promulgation date of this message are
not eligible to submit a Basic Allowance for Housing (BAH) Protection
request based on a CHA designation.
4. Members currently stationed at units that are removed from the
Coast Guard CHA list, and who have an approved request from
PSC-PSD-FS to receive BAH based on either their previous permanent
duty station (PDS) or dependents location, continue rate protection
until one of the following occurs:  Member executes a PCS from that
unit, members dependency status changes from with dependents to
without dependents, member separates from the service, or, members
dependents relocate out of the MHA their residence was located in.
5. IAW Ref A, members with dependents who are issued PCS orders to a
CHA designated unit, or a unit located in a CHA designated MHA, and
who have no intention of relocating their dependents to that unit,
may submit a Housing Allowance Protection Worksheet (CG-2025A).
Members who are authorized a Housing Allowance based on the payment
of child support are not eligible to submit a CG-2025A under the CHA
policy.
6. IAW paragraphs U5218, U5310-A1, and U5340 of Ref B, travel and
shipment of Household Goods (HHG) costs which exceed the maximum
allowed for travel of dependents and shipment of HHG from the last
PDS to the new PDS, will be at the members expense.  IAW paragraph
U5390 of Ref B, dependent travel and HHG transportation costs
associated with future PCS orders will be based upon the members PDS,
vice the authorized CHA BAH location of dependents.
7. The Servicing Personnel Office must have a BAH Protection
Memorandum from PSC-PSD-FS in order to change BAH and COLA
entitlements.  These changes will be effective on the members
reporting date.
