AS WE PROGRESS TO THE IMPLEMENTATION PHASE, THE PERSONNEL SERVICE CENTER OFFICER PERSONNEL MANAGEMENT (CG PSC-OPM) IS ASSUMING THE LEAD. PSC-OPM WILL CONTINUE TO WORK WITH CG-1B, CG-12A, RESERVE PROGRAM MANAGERS (RPM) AND SPECIALTY PROGRAM MANAGERS TO DEVELOP BEST PRACTICES IN ASSIGNING OFFICER SPECIALTY CODES (OSC) AND RECORDING THEM IN DIRECT ACCESS (DA). 2. COMMANDANT APPROVED 13 CORE SPECIALTIES AND 38 SUBSPECIALTIES. THESE SPECIALTIES MAY BE VIEWED IN THE OPM REFERENCE LIBRARY - OPM-3 EVALUATIONS AND OSMS FOLDER AT https://cgportal.uscg.mil/lotus/myquickr/psc-opm/library OR www.uscg.mil/psc/opm/opm3/opm-3osms.asp. THIS SYSTEM REPLACES THE LEGACY OFFICER BILLET CODE (OBC) AND OFFICER EXPERIENCE INDICATOR (OEI) INFORMATION. OFFICER CORE SPECIALTY AND SUBSPECIALTY DESIGNATIONS ARE BASED ON FOUNDATIONAL REQUIREMENTS AS DETERMINED BY PROGRAM MANAGERS. THESE INCLUDE COMPETENCIES, EDUCATION, CAREER HISTORY, TRAINING, CERTIFICATIONS, LICENSES, ETC. PROGRAM MANAGERS ARE FINALIZING THE REQUIREMENTS TO DEFINE THE OFFICER CORE SPECIALTY AND SUBSPECIALTY DESIGNATION TEMPLATES WITHIN THEIR PURVIEW. CHIEF WARRANT OFFICERS AND MOST PUBLIC HEALTH SERVICE OFFICERS ARE EXCLUDED. 3. REFS (C) AND (E) INTRODUCED THE USE OF THE EMPLOYEE SUMMARY SHEET (ESS) IN AY10 TO ASSIST ASSIGNMENT OFFICERS IN MAKING PERSONNEL DECISIONS FOR THOSE OFFICERS WHO ARE TOUR COMPLETE NEXT SUMMER. HOWEVER, ALL OFFICERS SHOULD REVIEW AND FAMILIARIZE THEMSELVES WITH HIS/HER EMPLOYEE SUMMARY SHEET LOCATED IN CGBI UNDER PERSONAL, SKILLS TAB, MY SKILLS, SUMMARY SHEET. MEMBERS SHOULD ENSURE THE INFORMATION IS UPDATED AND ACCURATE. YOUR LOCAL SPO MAY UPDATE MOST INFORMATION IN DIRECT ACCESS UTILIZING FORM CG-4082, RECORD OF PROFESSIONAL DEVELOPMENT, FOR INFORMATION PERTAINING TO EDUCATION, TRAINING, AND COMPETENCIES.
