While Ref A states that all USPHS officers detailed to the USCG are eligible for reassignment regardless of tour completion date, the primary candidate pool will be drawn from officers who are tour complete in 2013. PSC-OPM will endeavor to staff all billets with the needed experience levels and technical skills and at the appropriate paygrades (i.e., CAPTS should expect to fill primarily CAPT billets, CDRS to fill primarily CDR billets, etc.). This shopping list will be updated via msg traffic as changes necessitate. 3. Officers should submit an updated e-resume NLT 15 Sep 2012. All PHS officers are required to use Direct Access to submit their e-resume choices. Failure to do so may preclude them from being considered for their preferred choices. 4. E-Resume Guidance: A. All e-resume submissions requesting either early rotations or extensions require a supervisor and HSWL SC endorsement. B. Officers e-resumes need to include a number of choices reflecting individual desires, to include positions consistent with their professional development. C. Please ensure the member contact info, including work and home phone numbers and email address, is accurate. 5. Following expiration of the 15 Sep 2012 e-resume submission deadline, PSC-OPM2 will generate candidate pools. The PHS Assignment Officer, LCDR J. Malzone, should be notified via email regarding any e-resume changes after the deadline. Accurate e-resume submission by the deadline is imperative since late changes may be difficult to accommodate as the slate develops. 6. PHS officers who will be considered for assignment by the 2013 panel and those who will be retirement eligible in 2013 should align their medical/dental special pay contract anniversary dates with the customary summer rotation season, but no later than 01 Sep 2013. Requests to realign dates should be submitted to the PHS/Division of Commissioned Personnel via Commandant (CG-1123). Officers are strongly encouraged to realign pay contract dates to avoid gaps in special pay coverage. All PHS officers should evaluate their special pay contract dates for career planning purposes.
