ALCGOFF 054/12, PROMOTION YEAR (PY13) ACTIVE DUTY PROMOTION LIST (ADPL) SELECTION AND CONTINUATION BOARDS FOR RADM, RDML, CAPT, CDR, LCDR, AND LT (MY 151919Z MAY 2012) 1. The AY13 Officer Assignment Cycle is now underway. This message describes issues of interest and details critical milestones for AY13. While this information is primarily of interest to officers anticipating reassignment in 2013, it also includes important information for command cadre, supervisors, and the officer corps at large. A close read of this message and reference (a) is extremely important as there are many changes to the assignment timeline in AY13. 2. This message announces the preliminary release of the O-5 and below AY13 shopping lists that are available in excel format on the PSC-OPM CG Portal site, which is the preferred method of validation due to the current inaccessibility of Direct Access between 1-15 June. Request commands and staffs take the time now to validate open positions to ensure the AY13 shopping list is accurate. This year, shopping list corrections and command concerns should be submitted together by 13 July 2012 to the PSC-OPM-2 staff using the instructions located in the CG Portal OPM reference library - OPM-2 Assignments - AY13 Command Concerns folder. The CG Portal OPM reference library is located at https://cgportal.uscg.mil/lotus/myquickr/psc-opm/library. 3. Command concerns and command validations are not required for first tour cutter JO positions (DWO/STU ENG). The Afloat (OPS/ENG) Assignment Officers (AOs) will follow up via sepcor with cutter XOs. 4. The initial O-6 shopping list is available on the web at http://www.uscg.mil/opm/ and in the CG Portal OPM reference library - OPM-A CAPT Assignments folder. The shopping list validation and command concerns method discussed in paragraph two is not required for O-6 positions. 5. After incorporating command feedback, the official shopping list will be released via message in early August. Shopping list updates will be sent via message traffic and posted in the CG Portal OPM reference library. 6. The initial AY13 shopping list includes: A. Positions occupied by an incumbent officer who is tour complete (TC) or has an approved retirement or separation in 2013. B. O-5 positions occupied by an O-6 or O-6(sel) regardless of TC date, and O-5 positions occupied by an in-zone O-5 (IAW reference a) regardless of TC date. C. O-4 positions occupied by an O-5 or O-5(sel) who will be TC in AY14 and O-4 positions occupied by an in-zone O-4 (IAW reference a) TC in AY14. D. O-3 positions occupied by an O-4 or O-4(sel) who will be TC in AY14 and O-3 positions occupied by an in-zone O-3 (IAW reference a) TC in AY14. E. Any approved new or reprogrammed positions. NOTE: Commanding Officers are expected to complete their full tours regardless of rank mismatches that occur and these positions will not be shopped unless the incumbent is TC in AY13. Additionally, all other non-TC incumbents of positions meeting the criteria of paragraph 6.B-D are not guaranteed to transfer in AY13. These positions will be shopped only to build candidate pools in case the incumbent is needed to meet a Service need assignment elsewhere. The incumbents of these positions should submit an e-resume before the 1 Sep deadline. 7. Some shopping list discrepancies are a result of personnel not being properly checked in to their current assignment. Commands should confirm that personnel have been properly checked in by the Servicing Personnel Office (SPO). Even personnel who transferred prior to AY12 should confirm proper check in. Improper check in is especially prevalent when personnel transfer within the same unit, including fleet-ups and extensions, or remain in the same geographic location. Commands are encouraged to contact the respective AO if there are discrepancies with your PAL. 8. Junior Officers (JOs). A. Mentoring: Each officer's career development is critical to the Coast Guard's overall success. We ask that supervisors and senior officers pay particular attention to mentoring JOs. Active mentoring and timely performance feedback is the best method of preparing JOs for future assignments. As a reminder, individual development plans (IDP) are an effective career planning tool and ALCOAST 391/08 requires an IDP for all LCDRs and below. B. Assignments: Per the Junior Officer First Tour Assignment (JOFTA) policy (ALCGOFF 002/04), CG PSC-OPM assigns the majority of Coast Guard Academy, Officer Candidate School, and Direct Commission MARGRAD accessions to operational units. As a result, many operational units have been overbilleted with JOs. As billet vacancies occur at operational units, we will typically move overbilleted officers into these vacancies before assigning new personnel. JOs coming off their first operational tour should submit e-resumes that have a blend of both operational and staff assignment preferences aligned with the officer's career goals. C. Vacancies: At the completion of AY12, there were approximately 93 vacancies and a similar number of vacancies is expected in AY13. We will attempt to push these vacancies to the lowest ranks. This strategy, along with the JOFTA policy, will likely result in the majority of these vacancies to occur in JO staff positions. 9. Career counseling (OPM-2, OPM-4): All officers, especially those who anticipate transferring in AY13, are encouraged to contact their AO to receive career counseling and guidance on e-resume submission well in advance of their e-resume submission deadline. Between now and 1 Sep is the best time for officers to discuss career development with their AO. After 1 Sep, the OPM-4 career management staff will be the primary provider of career counseling. Roadshows: Roadshows are a unique and important opportunity for officers of all ranks, civilian supervisors, and mentors to gain insight into the dynamic assignment, promotion, advanced education, command screening, and evaluation processes.
