ALCGOFF 051/12, Assignment Year 2013 (AY13) Officer Assignment Communications 1. Senior education and fellowship programs imbue senior leaders with strategic thinking and policy development skills needed to meet the challenges and opportunities presented in a rapidly evolving world. All programs are approximately one year in duration. Students who attend War Colleges, ICAF, NDU CIO, CEM, and MIT programs earn a Masters degree. Fellows do not earn a degree, but will have an autonomous schedule with daily opportunities to interact with respected government and industry leaders. Fellows are expected to add to public policy discourse by contributing to ongoing research studies and/or authoring articles. All members interested in these programs are encouraged to visit the Office of Strategic Analysis web site: http://www.uscg.mil/strategy/SSS.asp, the PSC-OPM advanced education web site: http://www.uscg.mil/psc/OPM/OPM1/OPM-1pg.asp and the OPM-2 AY13 SEFP reference library at https://cgportal.uscg.mil/CTL/C9HT2E for complete descriptions and program requirements. 2. The Senior Command Screening Panel (SCSP) will be held prior to the Senior Education and Fellowship Panel (SEFP). a. Officers who are screened during SCSP for a command position may also compete for Senior Service School (SSS) and fellow opportunities at the SEFP. Assignment to a command position or SSS is ultimately an assignment decision. b. Primary O-6 candidates for CNO Strategic Studies Group (SSG) and Council on Foreign Relations (CFR) programs will be notified via telephone concerning their selection and will be solicited to accept a program prior to the release of the results message. As outlined in para 16, candidates should ensure contact information is updated. c. Primary and alternate (SEFP) candidates for O-5 programs will be notified of their selection via the SEFP results ALCGPSC message shortly after the panel concludes. (1) Primary O-5 SEFP candidates will be listed on the results message by program in alphabetical (vice precedence) order. (2) SEFP alternates will not be assigned to a specific SSS program on the results message. A consolidated list of alternates will be published in alphabetical order. Should the need to use an alternate arise, OPM will use the panels program-specific recommendation to fill the need from the alternate list. 3. The SEFP will convene on 04Sep12. There is no limit to the number of programs officers may apply for, provided all eligibility criteria are met. Officers should carefully consider the programs to which they are applying. a. All officers interested in being considered at the SEFP must submit an e-resume by 22Jun12. Requests received after 22Jun12 will not be accepted. Officers can apply to both SCSP and SEFP on the same eresume if eligible. There is no need to prioritize between SEFP and SCSP on the eresume, however applicants should rank order desired SEFP program(s) on the eresume (e.g. 1. SCSP, 2. CNAS, 3. MIT-Sloan) since nominations are directly connected to member prioritization. d. Officers who apply for any other positions(s) should rank order all desired positions after SSS and/or SCSP positions on the e-resume. 4. CNO SSG eligibility: The panel will consider all tour complete officers with O-6 command experience who have successfully completed JPME I. Captains not meeting these criteria may request a waiver as outlined in para 12. 5. CFR Fellowship eligibility, selection, and interview: The panel will consider all tour complete officers with O-6 command experience. Once selected by the SEFP, the O-6 will be screened, along with DOD nominees, by a CFR interview panel in March 2013. Interviewers typically include former SECDEFS, COCOMS and other O-9/O-10 retired officers. CG-095 will assist the CG selectee with interview preparations. In the unlikely event the CG nominee is not invited to participate by CFR, he/she will be assigned for one year to a Washington D.C. think tank or other service need. 6. General SEFP eligibility (excluding CNO SSG, CFR, NDU CIO, CEM, MIT-Sloan, MIT-SDM): The panel will consider tour complete O-5s, not yet selected for O-6, with a date of rank (DOR) of 1Jul12 or senior. A command endorsement is not required for officers tour complete in 2013. GRE/GMAT scores are not required. 7. War College eligibility: Applicants to a JPME phase II program (e.g. ICAF, National, Navy, Air, Marine, Joint Adv War Fighting, and Army War College) must earn JPME I credit prior to May 2013. Officers without JPME I credit are encouraged to enroll now. 8. Center for Strategic Intelligence Research (CSIR) Fellowship eligibility: a. Targets officers with a Masters degree, preferably in Intel or related field, from a regionally accredited institution and at least one previous Intel tour. Candidate must possess strong knowledge of the CG and National Intel programs and be eligible for a TS/SCI clearance. b. Commanding Officer endorsements are required and must address the applicants research interests, ability to communicate, and potential value as an Intel professional. 9. MIT-Sloan Fellowship eligibility: a. The panel will consider O-5 applicants who are tour, not yet selected for O-6, consisting of CDR John S. Luce, SIGNO 664, and those CDRs junior thereto on the ADPL. O-4s previously selected for O-5 in PY12 may also apply. b. Have a demonstrated ability to perform well at the graduate level. c. Applicants are required to have an eresume endorsement from their commanding officer. Letters of recommendation will not be accepted. d. GRE/GMAT scores are not required. 10. MIT Acquisition System Design and Management (SDM) program eligibility: a. The panel will consider O-5 applicants who are tour complete, not yet selected for O-6, consisting of CDR John S. Luce, SIGNO 664, and those CDRs junior thereto on the ADPL. O-4s previously selected for O-5 in PY12 may also apply. b. Have a strong academic and technical background, preferably in but not limited to the acquisition field. c. Hold a Masters in Engineering, or an equivalent degree, and have three or more years of professional experience in a technical field including leadership experience or, hold a Bachelors of Science in engineering or a hard science (such as biology, chemistry or physics) and have 5 or more years of professional engineering experience, preferably combined with some graduate engineering education (http://sdm.mit.edu/apply.html). d. Have experience in contributing to a product or system development initiative. e. In addition to the eresume submission requirement detailed in para 3c., officers are required to have an eresume command endorsement from their immediate command. Letters of recommendation will not be accepted. f. Standardized test scores (GRE or GMAT) within the last 5 years are recommended but not required at the time of application. 11. New SSS programs for AY13: a. National Defense University (NDU) Chief Information Officer (CIO) program: NDU CIO provides senior C4IT leaders with the tools to evaluate the role, challenges, and opportunities of the CG within the context of cyber, homeland, national, and global security. In addition, students will learn to employ information technology for strategic advantage in collaboration with all stakeholders. Classes are taught by leaders from across the C4IT community, including training sessions with CIOs of Fortune 500 companies. Graduates earn a Masters of Science in government information leadership and accreditation as a CIO. Graduates should anticipate being assigned to a senior C4IT position where they will help shape a resilient, adaptable, agile, and effective C4IT community in an ever changing information age. (1) The panel will consider O-5 applicants who are tour complete, consisting of CDR Tiffany M. St. George, SIGNO 1039, and those CDRs senior thereto on the ADPL not yet selected for O-6. (2) Must possess a strong academic and technical background in C4IT, with at least eight years of field and enterprise level C4IT experience (E.g. CG-0954, CG-933, CG-9323, CG-9325, CG-926, CG-771, CG-761, CG-7413, CG-6, CG-5532, DG-6, DCMS-81, White House Comms Officer, JIATF South, C4IT BODs, C3CEN, C4IT Service Center, CAMSLANT, CAMSPAC, COMMSTAs, R and D Center, Centralized Service Desk, Cyber Command, TISCOM, District DTs, ESUs, NAVCEN, OSC, and CGA EE Instructors). Questions concerning acceptable tours should be directed to the POC in para 19a. Time spent in a post-graduate school or any other advanced education program does not apply towards the experience minimum. (3) In addition to the eresume submission requirement detailed in para 3c, officers will need an eresume command endorsement from their immediate command addressing the officers ability and commitment to serve as a strategic leader for the C4IT community. Letters of recommendation will not be accepted. (4) GRE/GMAT scores are not required. b. Civil Engineering Management (CEM): Offered by Northwestern University or an equivalent program, this 12 month immersive CEM program will provide civil engineering leaders with the tools and skills necessary to lead effectively and creatively by utilizing systems engineering to solve large-scale and complex shore facility engineering issues in fiscal climate marked by decreasing budgets and increasing fiscal accountability. Specifically, the CEM program will provide students with the business, communication, strategic thinking, and leadership skills needed to effectively manage a 13 billion dollar shore infrastructure. Graduates of this program should expect to be assigned to the most challenging leadership positions in CG-43, SILC, and Product Lines. (1) The panel will consider O-5 applicants who are tour complete, not yet selected for O-6, consisting of CDR John S. Luce, SIGNO 664, to and including O-4s ending at LCDR Brenda M. White SIGNO 1510 on the ADPL. (2) Must hold a Masters in Engineering and possess a strong academic and technical background in civil engineering, with at least seven years experience in a CE position prior to course convening (E.g. CG-43, MLC PAC/LANT, CEUs, Facility Engineer (FE), Assistant FE, Student Engineers at FE, SILC, FDCC, or CE Duty, etc.). Time spent in a post-graduate school or any other advanced education program does not apply towards the tour experience. Questions concerning acceptable tours should be directed to POC in para 18.a. Officers who previously earned a dual CE/MBA degree are not eligible for this program. (3) GRE/GMAT scores are not required for acceptance to the program, but are required for admission to the school. c. Joint Advanced Warfighting School: The Joint Advanced Warfighting School (JAWS), Joint Forces Staff College, educates students in the art and science of joint, interagency and multinational planning and Warfighting at the strategic-operational level of war. The JAWS mission is to produce graduates who can create campaign-quality concepts, employ all elements of national power, accelerate transformation, succeed as joint force planners and commanders, and be creative, conceptual, adaptive and innovative. Those graduates are awarded a Master of Science in joint campaign planning and strategy, as well as JPME II credit. 12. Waivers of eligibility requirements: officers who do not meet eligibility criteria outlined in this message may request a waiver in the comment section of the e-resume along with providing justification for the request. For those requesting a waiver for not being tour complete an e-resume command endorsement addressing early rotation and backfill requirements if selected for SEFP is required. Non-tour-complete officers in command positions will not normally be granted waivers to compete in the SEFP. The disposition of all waiver requests will be determined and all applicants will be notified of OPMs decision by 01Aug12. 13. OPM will release an initial message listing all officers requesting consideration on 06Aug12. Prior to the convening of the panel, OPM will release an ALCGOFF message with the final list of officers to be considered. 14. Officers selected for the CNO SSG or CFR incur no additional obligated service. Officers attending a senior education or fellowship program incur a minimum active duty obligation of three months for each month of education in addition to any other obligated service the officer may have incurred. 15. Upon completion of the senior education or fellowship program, officers should expect to be placed in billets that take full advantage of this experience. In addition to internal CG billets, this could result in high visibility assignments throughout the government including Department of State, White House, Pentagon, DHS, Congressional Affairs, or DOD combatant commanders. Officers attending programs with a specific career track (ICAF acquisition, MIT-SDM, CEM, CIO, CSIR, etc.), should expect to be assigned to a position that will make full use of the officers continued specialization. 16. All officers who anticipate being considered by the SEFP should act now to ensure their employee summary sheet (ESS), contact information in Direct Access (DA), and Electronic Imaged Personnel Data Record (EIPDR)(e.g.,OERs, Record of Professional Development (CG-4082), and academic transcripts) are accurate and complete. 17.
