As directed by the Commandant, PSC-OPM expanded the command screening process for AY13 to include all commands. A cross directorate working group of senior leadership developed screening eligibility criteria for all commands. Reference (A) outlines the eligibility criteria for O-6 and O-5 commands and is available at the following links: http://www.uscg.mil/psc/opm/Opm1/opm-1Boards.asp and on the CG Portal in the OPM Reference Library page at https://collab.uscg.mil/lotus/myquickr/psc-opm/library. All command screening will be voluntary, unless adequate candidate pools are not achieved. B. The SCSP will convene on 06 AUG 12. To be considered by the SCSP, officers must comply with the provisions listed in Para 7.b. of reference (A), which outlines the screening requirements and overall eligibility criteria. Officers who desire to be considered must submit an e-resume via Direct Access NLT 22 JUN 12. O-6 COMMANDS: A. All O-6s and O-6(sels) who are eligible per reference (A) and desire assignment to command must submit an e-resume via Direct Access (DA) to request screening. B. Officers may request to screen for multiple command types if eligible. Designated aviators desiring assignment to combined Sector/Air Station command must request and successfully screen for both O-6 Air Station and Sector Commands. Officers not tour complete in 2013 who meet the requirements of reference (A) are eligible to compete for O-5 command, but must submit an e-resume with a command endorsement for early transfer. Waivers will be considered based on the needs of the service and the strength of the candidate pools. B. O-5s and O-5(sels) who accept or are currently serving in a DUINS tab for advanced education (not including Senior Education and Fellowship Panel (SEFP) Programs) with an expected follow-on assignment within their specialty/program are not eligible to compete in the SCSP process. 5. Service needs will drive the final number of candidates screened for available AY13 positions. 7. In keeping with AY12 practices, the SCSP will be held prior to the SEFP. Officers are now eligible to screen for SEFP programs (such as SSS, SSG, Sloan, MIT-SDM) in addition to command. PSC-OPM will engage those selected for both to balance service needs and member desires in making a final assignment recommendation to the CAPT/CDR Panel. 8. Directions on how to submit an e-resume to screen for the SCSP are provided on the PSC-OPM Portal place within the OPM Reference Library/AY13 Senior Command Screening Folder/SCSP E-Resume Submission Guidance at https://collab.uscg.mil/lotus/myquickr/psc-opm/library. If requesting to screen on both the SCSP and SEFP, eligible candidates can apply on the same e-resume using the respective application guidelines. For those unable to connect to DA may communicate their requests to screen via record message traffic or email to the POCs listed in para (13). Each member must follow up with an e-resume as soon as DA connectivity is available. 9. ELIGIBILITY CONFIRMATION AND WAIVER REQUESTS: Approximately 30 days prior to the SCSP, PSC-OPM will release a candidate confirmation message listing all members who have requested and are found eligible to screen for command. Since reference (A) and the screening request procedures cannot cover every possible situation concerning eligibility, PSC-OPM will consider written waiver requests on a case-by-case basis while remaining consistent with the intent of the Commandant approved criteria. Officers should enter waiver request information in step 11 (comments) of the e-resume. 10. Officers that fail to adhere to the 22 JUN 12 application deadline will not be eligible to screen without an approved waiver request. 11. All members should verify their DA information is up to date and accurate. 12.
