This message describes the Assignment Year 2013 (AY13) timeline and identifies information resources available to all officers. While the information provided in this message should be of particular interest to officers anticipating reassignment in AY13, it also includes important information for supervisors and units. 2. As specified in reference (A), early rotations/short touring of officers serving in command cadre/key leadership positions will not be approved except in cases of a compelling service need. This policy was enacted to help steady the service and enhance operational readiness. Additionally, completion of post graduate school payback tours and follow-on assignments that make full use of Senior Service School (SSS) educational and fellowship experience will be emphasized. 3. The AY13 timetable is as follows: A. Now thru 1 Sep: PSC-OPM Assignment Officers (AOs) are available for career counseling and e-resume guidance via telephone and at scheduled road shows in various districts. B. 15 May: Senior Education Fellowship Panel (SEFP) and Senior Command Screening Panel (SCSP) process messages will be released. C. 1 Jun: Initial AY13 shopping list will be available for viewing in Direct Access (DA) in order to allow units/directorates to commence validation and preparation of command concerns. D. 8 Jun: Application/e-resume submission deadline for officers desiring to apply for postgraduate/advanced education programs as outlined in reference (B). E. 22 Jun: E-resume submission deadline for officers desiring to apply for SEFP and SCSP. F. 15 Jul: Deadline for commands to validate AY13 shopping lists and submit command concerns. G. 15 Jul: AY13 special assignments shopping list released via message. H. 1 Aug: Complete AY13 shopping list released via message. I. 06-17 Aug: SCSP convenes. J. 15 Aug: E-resume submission deadline for all officers O5 and below who desire to compete for special assignments. K. 1 Sep: E-resume submission deadline for all O6 and below. L. 4-7 Sep: SEFP convenes. M. 1-5 Oct: CWO Command Screening Panel (CWOCSP) convenes. N. 23-24 Oct: Public Health Service Assignment Panel convenes. O. 5-9 Nov: Junior Command Screening Panel (JCSP) convenes. P. 4-6 Dec: O6 Assignment Panel convenes. Q. 2-4 Jan 2013: O5 Assignment Panel convenes. R. 1 Feb 2013: All O4 and OCONUS assignments completed. S. 1 Mar 2013: O3 and below assignments completed. 4. Officers who fail to adhere to submission deadlines will not be considered as candidates for special assignments, pg school/adv ed, SEFP, or command screening panels. 5. Outreach: A. Road shows. During May and June, AOs will conduct road shows as coordinated with interested commands. We also plan to execute targeted VTC and Office Communicator System (OCS) enabled road shows. Road shows are meant for officers of all ranks, civilian supervisors, and mentors and are designed to provide attendees an opportunity to gain insight into the assignment, promotion, advanced education, command screening, and officer evaluation processes. Officers will be able to view the road show presentation and post questions they may have regarding the information contained in the presentation. C. Webinars. OPM-1, OPM-2, and OPM-4 will be conducting a series of online webinars throughout the summer on various topics related to officer personnel management. A registration link for each of these webinars will be available on the OPM portal site (link in paragraph 4.e.) two weeks before the webinar date. D. Career counseling: PSC-OPM-4 conducts on-line interactive counseling throughout the year via the OCS application. Any officer with the communicator functionality (icon located at the bottom right of your screen once you are logged into outlook) installed on their workstation is capable of participating. Establishing a live meeting is the quickest means for an officer to review their record with OPM-4 and greatly enhances the counseling session. Many of the site components can be subscribed to using the RSS feed capability within Internet Explorer. 6.
