PURPOSE: THIS MESSAGE PROVIDES GUIDANCE FOR THE FY13 PAL CLEANUP PROCESS. 2. DEFINITION: PAL CLEANUP IS A MEANS TO FIX MINOR PAL DISCREPANCIES IN A TIMELY MANNER. IT DOES NOT SUPPLANT THE NORMAL SEMI-ANNUAL REPROGRAMMING REVIEW (SARR) PROCESS. TO BE CONSIDERED PAL CLEANUP, THE REPROGRAMMING MUST MAINTAIN THE SAME RATE/RANK/GRADE AND CANNOT IMPACT WORKFORCE MANAGEMENT ISSUES, SUCH AS SEA-TO-SHORE RATIOS OR ASSIGNMENT/HIRING. PAL CLEANUP IS FOR PAL CORRECTIONS ONLY AND SHALL NOT BE USED TO ADDRESS PERSONNEL RELATED ISSUES. EXAMPLES OF PAL CLEANUP REPROGRAMMING ACTIONS INCLUDE CORRECTIONS TO PREVIOUSLY APPROVED DEPARTMENT TITLES, MISSPELLED WORDS, INCORRECT ACRONYMS OR STAFF SYMBOLS, CIVILIAN POSITION CLASSIFICATION UPDATES (WITH CONFIRMATION OF APPROVED OF-8), AND MOVEMENT OF POSITIONS INCURRING NO AFC-20 COST WITHIN A PARENT COMMAND. 3. EXCEPTIONS TO PAL CLEANUP: 3.A. SARR: IAW REF A, POSITIONS AWAITING REPROGRAMMING IN THE SARR SHALL NOT BE INCLUDED IN PAL CLEANUP. DO NOT SUBMIT OVERLAPPING OR REPEATED REPROGRAMMING REQUESTS. 3.B. ORGANIZATION MODIFICATION REQUESTS (OMR): IAW REF B, PAL CLEANUP REPROGRAMMING REQUESTS THAT CONSTITUTE OMR TYPE CHANGES WILL NOT BE CONSIDERED AND MUST BE SUBMITTED TO COMDT (CG-81) IN A SEPARATE OMR PACKAGE. OMR ACTIONS INCLUDE THE FOLLOWING: 3.B.1. ADDITIONS, DELETIONS, AND/OR MODIFICATIONS TO CURRENT OR PROPOSED SUPERVISORY POSITIONS OR TITLES. 3.B.2. ADDITION, DELETION, OR MODIFICATION TO AN APPROVED FORMAL ORGANIZATIONAL ENTITY SUCH AS A DIRECTORATE, OFFICE, DIVISION, BRANCH, OR SECTION. THIS INCLUDES CURRENT OR NEW BILLETS WITHIN THAT ORGANIZATIONAL ENTITY UNLESS THE REQUESTED CHANGE MEETS CRITERIA ESTABLISHED IN PARA (2). 3.B.3. ANY REQUESTS TO MOVE POSITIONS BETWEEN ORGANIZATIONAL ELEMENTS WILL BE REVIEWED FOR IMPACTS TO ORGANIZATIONAL STRUCTURE. SIGNIFICANT TRANSFERS OF BILLETS FROM ONE ORGANIZATION TO ANOTHER MUST BE SUBMITTED VIA OMR. 3.B.4. REPROGRAMMING REQUESTS SUBMITTED VIA PAL CLEANUP FOR BILLETS THAT ARE PART OF AN OMR IN DEVELOPMENT OR ARE UNDERGOING REVIEW THROUGH THE COMDT (CG-81) OMR PROCESS WILL NOT BE CONSIDERED. ANY UNIT/OFFICE CONSIDERING REPROGRAMMING A BILLET WHICH MAY ALREADY BE INCLUDED IN AN OMR MUST CONFER WITH THEIR RESPECTIVE RESOURCE MANAGEMENT OFFICE AND THEIR RESPECTIVE HQ OMR POC TO ENSURE BILLETS ARE NOT INADVERTENTLY REPROGRAMMED THROUGH CONFLICTING INITIATIVES. 3.B.5. TO REQUEST A SARR WAIVER, SUBMIT A MEMO TO COMDT (CG-833) THRU YOUR RESOURCE CHAIN OF COMMAND. WAIVERS SHOULD ADDRESS THE FOLLOWING: WHY THE REPROGRAMMING SHOULD NOT BE PART OF THE EXISTING PROCESSES, THE SPECIFIC NATURE OF THE EMERGENT SITUATION, AND ORGANIZATIONAL/OPERATIONAL IMPACT IF THE WAIVER IS NOT AUTHORIZED. IF THE BILLET IS PART OF AN OMR, ADDRESS WHY THE REPROGRAMMING NEEDS TO BE COMPLETED PRIOR TO THE OMR. ALL SARR WAIVERS MUST INCLUDE A BILLET MAP SHOWING THE CURRENT STATE TO FUTURE STATE CHANGES FOR EACH POSITION SUBMITTED. 5. CIVILIAN POSITIONS: SERIES UPDATES AND RESULTING TITLE CHANGES REQUIRE AN SF-52, NEW/UPDATED OF-8, AND FINAL OR TENTATIVELY CLASSIFIED POSITION DESCRIPTION. THE INCUMBENT MUST ALSO QUALIFY FOR THE PROPOSED CHANGE, OR THE POSITION MUST BE VACANT. COMDT (CG-121) WILL REVIEW FOR ANY LABOR RELATIONS REQUIREMENTS. RESOURCE MANAGERS PLACE LINE ITEM CHANGES THAT HAVE BEEN COLLECTED FROM SUBORDINATE COMMANDS ON THE MASTER BILLET MAP. 6.A.2. COMMENTING. STAKEHOLDERS REVIEW SUBMISSIONS AND IDENTIFY CONCERNS. NEGOTIABLE CONCERNS ARE CODED "YELLOW" AND NON-CONCURRENCE IS CODED "RED". 6.A.3. RESOLUTION. RESOURCE MANAGERS WILL POST SUBMISSIONS TO THE APPROPRIATE MASTER CYCLE SPREADSHEET POSTED ON THE PAL CLEANUP PAGE IN CG PORTAL.
