SUSPENSION OF THE AY14 FALL SARR. A. COMDT (CG-833) IS SUSPENDING THE AY14 FALL SARR. AY14 ACTIONS SHALL BE SUBMITTED IN THE AY14 SPRING SARR. THERE IS AN ONGOING HIGH LEVEL OF COAST GUARD-WIDE BILLET/POSITION REPROGRAMMING, AND SUSPENDING THE FALL SARR PERMITS RESOURCE MANAGEMENT STAKEHOLDERS TO BETTER FOCUS ON ORGANIZATION MODIFICATION REQUEST (OMR) EFFORTS AND OTHER SIGNIFICANT REPROGRAMMING INITIATIVES. SUSPENDING THE FALL SARR WILL ALSO HELP DECONFLICT OMR AND OTHER REPROGRAMMING ACTIONS FOR THE SAME BILLET/POSITION. B. THE AY14 SPRING SARR WILL BE HELD ACCORDING TO THE TRADITIONAL SARR TIMELINE, AFFORDING UNITS AND OFFICES THE OPPORTUNITY TO SUBMIT ALL AY14 SARR REPROGRAMMING REQUESTS FOR AY14. UNITS/OFFICES ARE ENCOURAGED TO COMMUNICATE WITH RESPECTIVE RESOURCE STAFFS THROUGHOUT FALL 2012 AND PREPARE REPROGRAMMING REQUEST SUBMISSIONS FOR THE AY14 SPRING SARR WELL IN ADVANCE. C. THE SARR IS THE PRIMARY METHOD OF REQUESTING THE REPROGRAMMING OF MILITARY BILLETS. HISTORICALLY, COMDT (CG-833) HAS PROCESSED OVER 50 PERCENT OF YEARLY MILITARY REPROGRAMMINGS OUTSIDE OF THE ESTABLISHED SARR PROCESS, VIA WAIVERS. REPROGRAMMINGS VIA SARR WAIVER HAVE A GREATER OVERALL WORKLOAD THAN PROCESSING THEM IN THE SARR, NOT ONLY FOR COMDT (CG-833) STAFF, BUT FOR RESOURCE MANAGERS, STAKEHOLDERS, AND THE REQUESTING UNIT ITSELF. TO BEGIN MINIMIZING THAT WORKLOAD IN LIGHT OF BUDGETARY AND PERSONNEL CONSTRAINTS, COMDT (CG-833) HAS A STATED GOAL OF REDUCING THE NUMBER OF TOTAL REPROGRAMMINGS PROCESSED VIA SARR WAIVER TO BELOW 50 PERCENT. GIVEN THE AMPLE TIME TO PREPARE FOR THE AY14 SPRING SARR, ALL REPROGRAMMING REQUESTS FOR AY14 ARE EXPECTED TO BE SUBMITTED IN THE SARR. AY14 REPROGRAMMING REQUESTS THAT ARE SUBMITTED VIA SARR WAIVER OUTSIDE OF THE SPRING SARR WILL GENERALLY NOT BE APPROVED. IN THE EVENT THAT A SARR WAIVER MUST BE SUBMITTED, SUBMIT A MEMO, BILLET MAP, AND STANDARD PERSONNEL COST WORKSHEET, AVAILABLE AT HTTP://CGWEB.COMDT.USCG.MIL/CG8/CG83/CG832/SCT/SR/INDEX.HTM TO COMDT (CG-833) VIA YOUR RESOURCE CHAIN OF COMMAND. EVERY WAIVER THAT IS SUBMITTED MUST ADDRESS WHY THE REPROGRAMMING CANNOT BE SUBMITTED AS PART OF THE NEXT SARR OR VIA A COMPREHENSIVE OMR, THE SPECIFIC NATURE OF THE EMERGENT SITUATION, AND THE ORGANIZATIONAL/OPERATIONAL IMPACT IF THE WAIVER IS NOT AUTHORIZED. GENERALLY, APPROVED REPROGRAMMINGS WILL NOT BE EXECUTED UNTIL ALIGNMENT WITH INCUMBENT TOUR COMPLETION. HOWEVER, IF IT IS NECESSARY TO SUBMIT AN OUT-OF-ROTATION REPROGRAMMING REQUEST, PROVIDE AN ACCOUNTING STRING FOR REIMBURSING THE AFC-20 ACCOUNT. D. CG PORTAL SARR COLLABORATION SITE: THE SARR COLLABORATION SITE ON CG PORTAL WILL REMAIN AVAILABLE AND ALL HISTORICAL SARR INFORMATION CAN BE ACCESSED AS A REFERENCE FOR PREPARING REPROGRAMMING REQUESTS. UNITS MUST USE THEIR RESOURCE CHAIN OF COMMAND TO REQUEST ACCESS TO THE SITE. AN ENDORSED REQUEST FOR ACCESS MAY BE SUBMITTED VIA E-MAIL TO LTJG EMILY KEHRT, COMDT (CG-833), EMILY.TS.KEHRT(AT)USCG.MIL. 2. REPROGRAMMING GUIDANCE: A. REPROGRAMMING REQUESTS FOR BILLETS THAT ARE PART OF AN OMR WHICH IS IN DEVELOPMENT, AN OMR WHICH HAS BEEN SUBMITTED THROUGH THE OMR ORIGINATOR'S CHAIN OF COMMAND, OR AN OMR WHICH IS UNDERGOING REVIEW THROUGH THE CG-81 OMR PROCESS, WILL NOT BE CONSIDERED FOR REPROGRAMMING. ANY UNIT/OFFICE CONSIDERING REPROGRAMMING A BILLET THAT MIGHT ALREADY BE INCLUDED IN AN OMR MUST CONFER WITH THEIR RESPECTIVE RESOURCE MANAGEMENT OFFICE AND RESPECTIVE HQ OMR POC TO ENSURE BILLETS ARE NOT INADVERTENTLY REPROGRAMMED IN COMPETING INITIATIVES. =SECTION 02========================================= B. MIL-TO-CIV CONVERSIONS WITHOUT OFFSETTING CIV-TO-MIL CONVERSIONS REQUESTED OUTSIDE OF THE NORMAL RESOURCE PROPOSAL (RP) PROCESS ARE STRONGLY DISCOURAGED DUE TO EXPECTED FY13 BUDGET STRESS ON BOTH THE MILITARY AND CIVILIAN PAY ACCOUNTS. C. ALL OTHER REPROGRAMMING GUIDANCE OUTLINED IN REFERENCE (A) REMAINS IN EFFECT. REPROGRAMMING GUIDANCE WILL BE REVIEWED THIS WINTER AND CHANGES OUTLINED IN THE ALCGFINANCE ANNOUNCING THE AY14 SPRING SARR. 3. FUNDING: A. COMDT (CG-833) DOES NOT HAVE THE FLEXIBILITY TO CENTRALLY FUND CIVILIAN OR MILITARY UPGRADES. B. AFC-30 FUNDS MAY NOT BE USED TO FUND UPGRADES. ALL REPROGRAMMING REQUESTS FOR AN UPGRADE MUST BE TIED TO A COMPARABLE DOWNGRADE, MAKING CHANGES COST-NEUTRAL. UPGRADES LACKING A DOWNGRADE TO A DIFFERENT POSITION TO ENSURE COST NEUTRALITY WILL NOT BE CONSIDERED. C. REPROGRAMMINGS THAT CREATE A NET SPC SAVINGS WILL NOT BE REFUNDED TO THE SPECIFIED UNIT/COMMAND AFC-30 ACCOUNT. D. FOR FURTHER GUIDANCE REGARDING THE AFC-01 AND AFC-08 PAY ACCOUNTS, CONTACT MR.
